Our Property Acquisitions Team within the Capital Projects Group (CPG) is looking for a Senior Manager to provide strategic leadership, subject matter expertise, and management oversight specific to the property requirements and acquisitions necessary for the delivery of capital infrastructure projects within CPG. The Senior Manager is responsible for managing the overall health of the governance relationship with relevant external partners, landowners and other stakeholders during all stages of design and construction.    What will I be doing?
  • Provides strategic direction, oversight and leadership to the property acquisitions team working on due diligence activities and the acquisition of temporary and permanent property rights required for the implementation of multiple Rapid Transit Projects, and other projects as may be assigned
  • Directly manages portfolio of high-profile property acquisitions, ensuring timely, responsible, fair, and financially prudent negotiations and acquisitions of property requirements, as well as owner/tenant relocation services
  • Provide leadership in discussions, contract negotiations, and implementation of transit-oriented community development opportunities
  • Develops and manages property acquisition and risk mitigation plans and budgets that align with overall long term program strategies
  • Responsible for reporting Property Acquisitions Program KPIs in conjunction with the various Reporting Teams and ensures Managers and Staff are updating the PETRA/Unifier database systems 
  • Develops risk mitigation strategies to ensure compliance with Metrolinx policies and procedures, design and schedule requirements and to manage Metrolinx’ liability throughout the lifecycle of projects. Recommends, implements and continuously adjusts mitigation tactics throughout each project phase.
  • Builds, develops and maintains excellent relationships with all key internal and external stakeholders critical to the successful delivery of property requirements
  • Provide leadership in the development and/or oversight and implementation of Real Estate Protocols and other government to government related agreements 
  • Enable the discussion and resolution of key technical and stakeholder issues and foster collaboration between Metrolinx and third-party stakeholders to mitigate risks, ensure communication and assist in major infrastructure and acquisition decisions
  • Manages multiple consultants dedicated to the delivery of a variety of projects; negotiates amendments to contractual obligations with vendors.
What Skills and Qualifications Do I Need?
  • Completion of a degree in planning, real estate, business, or a related discipline– or a combination of education, training, and experience deemed equivalent 
  • Demonstrated experience in progressively more responsible roles within a municipal planning, building, construction and/or engineering environment, inclusive of supervisory experience. 
  • Comprehensive knowledge of property/land requirements and expropriation, specific to transit infrastructure projects. Experience with Alternative Financing and Procurement projects would be highly beneficial
  • Demonstrated political acuity, excellent interpersonal, negotiation, collaboration and communications skills, with experience in successful multi-stakeholder engagements are essential
  • Excellent risk analysis and mitigation experience to identify permits-related planning and timelines issues across all projects in order to avoid punitive (e.g. financial, time, reputation) damages
  • Exceptional leadership, tact, judgment and decision-making skills are essential.
  • Demonstrated proficiency in Microsoft business computer software (PowerPoint, Project, Word, Excel, etc.), as well as an excellent knowledge of Project Management tools and processes.
  • Must have a valid Ontario “G” Driver’s License
