Within ING Finance & Risk, Risk-IT we are looking for a Chapter Lead of the SAS Modelling and Analytics chapter with DEV and OPS Engineers who develop and maintain third party (SAS) software solutions.
The team
You and your team are part of the Modelling Tribe and reporting into the Risk IT-Lead part of the CIO tech organization. As a Chapter Lead you control a team in NL and an offshore team of professionals in addition.
Withing the modelling area we have an Agile way of working where the expertise of Business Analysis, DEV and OPS engineers are combined in Squads with an end-to-end responsibility to deliver and support applications. The work in the form of user stories contain business features and platform support and life cycle stories. And are prioritized by the Product Owner. Chapters are across multiple Squads and manage and develop specific disciplines and skills to deliver the products to the right quality.
Roles and responsibilities
As a Chapter Lead you are an IT team lead: you are a senior IT engineer who leads the team (chapter).
- Partly you spend your time on delivering work as a senior IT engineer.
- You are a hierarchical line manager of a team of DEV and OPS engineers (+/- 15FTE) and as such responsible for the development of staff and their skills.
- Act as delegate IT Custodian, ensuring a stable, secure and performing systems
- Support development of maintenance of software, scripts for Data engineering and model inventory solutions (SAS Products).
- Together with your fellow Chapter Leads and Product Owners, you help others to be more successful by focusing on craftsmanship, improving and sharing the Way of Work, and creating high performing teams.
- You manage the contracts and licenses and review them regularly for a best possible fit to our needs.
- You organize Chapter meetings and alignments with Product Owners and teams to optimize the mapping of the skills across Squads where your teams are located.
- Identify and fulfil IT knowledge gaps within your chapter ensuring that your chapter is qualitatively properly staffed.
- Coach your DEV and OPS engineers on individual level, manage on chapter level.
- Continuously work on skills improvements, expertise and personal growth of your DEV and OPS engineers. Encourage quality and ownership for work delivered via sprints, set standards.
- Propagate a culture to deliver quality and work according to the agile way of working.
- Leading role in processes and decisions which are strategic for your chapter, such as the vendors selection, technology selection, offshore strategies.
- Line management tasks such as hiring new employees, assess performance of current employees.
- Together with your Engineers: end-responsible for keeping your IT environment up and running, healthy, secure, documented, and standardized where possible.

The following experience is required for this role.
- Strong IT background
- Team facilitator and coach
- Analytical: able to peel down technical problems, and doing so, you develop new insights
- Hands-on and pro-active attitude
- Master’s or bachelor’s degree
- Fluent in English
- You have experience in at least a couple of the below areas, and willing to learn about the rest:
- IT security (e.g. SOX/key control testing, ING Operation Control Dashboard)
- CDaaS deployment processes
- Solution architecture
- Data processing, ETL (e.g. IBM Cognos, MS Power BI, Oracle, SAS)
- Datawarehouses, datamarts, BI (e.g. EDL, FRIDA, Cognos, Oracle)
- Application management, operations, maintenance and support (e.g. Windows Server, Linux, Oracle, Citrix)
- An Agile/Scrum way of working (e.g. experienced, CSPO/SM certified)
