Overview

The Manager – ORM Risk Program Administration Leads daily operations of programs: Setting goals, defining procedures and priorities, coordinating and evaluating activities, preparing budget, and supervising staff, with broad autonomy and independent judgment.

Essential Functions

  • Leads and manages procurement activities for products and services-including RFPs, RFBs, AAs, evaluation panel selection, vendor selection, concurrence form, negotiation, and contract issuance, etc.
  • Controls contract lifecycle stages-initiation, execution, renewal-and provide continuous visibility into status, compliance, etc.
  • Prepares and processes agenda items in a timely manner.
  • Ensures all invoices are processed within the allocated timeframe for timely payment and to avoid any related penalties.
  • Processes deposits for subrogation, refunds and reimbursements.
  • Prepares and processes monthly workers' compensation check register in financial system.
  • Compiles and analyzes data from various sources for budget development.
  • Assist in identifying key performance indicators and methods of measuring them.
  • Prepares and submits monthly performance measures.
  • Facilitates and manages renewal activities for the commercial insurance program.
  • Coordinates with the broker of record to gather insurance quotes for the upcoming biennial budget cycle.
  • Responds to all open records.
  • Manages the notary process for city employees.
  • Manages the hiring process.
  • Serve as back up to the budget manager.
  • Performs related work as assigned.

Knowledge and Skills

  • Advanced knowledge of and hands-on experience with Advantage AMS System (DO, PO, RC, MASC, MA, GAX, CX, CT and Invoice process).
  • Full knowledge of and hands-on experience with Workday and the Onboarding process.
  • Knowledge of the City's P-Card and T-Card requirements and processes.
  • Intermediate working knowledge of Excel, TEAMS and Outlook.
  • Regular, reliable and punctual attendance.
  • Ability to interact with senior management, managers, and supervisors.
  • Ability to connect, collaborate, and communicate in a clear, concise, and well structure in both verbal and written formats.

Minimum Qualifications

Experience

Five (5) years of hands-on experience with the City’s financial/accounting system including hands-on experience working with the City’s procurement process. Two (2) years of supervisory/management experience listed above.

License(s) and Certification(s)

None

Education

Bachelor’s degree in a business, public administration, or management field.

Preference(s)

Project management experience or experience with Commercial Insurance.

Equivalency

1 High School Diploma or GED plus nine (9) years of the required experience will meet the education and experience requirements.

2 Associate Degree in required fields specified above plus seven (7) years of the required relevant experience including two (2) years of supervisory/management experience will meet the education and experience requirements.

3 Bachelor’s Degree or higher in a non-specified field plus seven (7) years of the required relevant experience including two (2) years of supervisory/management experience will meet the education and experience requirements.

4 Master’s Degree or higher in a specified field plus three (3) years of the required relevant experience including two (2) years of supervisory/management experience will meet the education and experience requirements.



Salary Range

 

$77,264.03 - $96,580.03
