The United Nations Development Programme (UNDP) is the UN’s global development network, working in more than 170 countries and territories. In the programmatic period 2021-2025, UNDP BiH supports the following programme priorities: (a) access to justice and increased human security; (b) reduction of regional, economic, and social disparities; (c) sustainable management of environmental and energy resources, and green jobs creation; and (d) access to services and employment opportunities for the most vulnerable. In all areas, there will be an emphasis on conflict-sensitive, integrated, and innovative programme design complementing country priorities and tailored to the post-disaster recovery needs.
In order to adapt to the intensifying climate-induced flood risk, BiH, is implementing the GCF-funded project “Scaling up climate resilient flood risk management in Bosnia and Herzegovina” which aims to move flood risk management (FRM) in BiH towards a more proactive integrated approach to flood risk management that prioritizes risk reduction, risk prevention and preparedness through enhanced use of climate information, establishment of a national impact-based flood forecasting and early warning system and enhancement of adaptive capacity and resilience of at-risk communities. The project will establish an integrated and innovative climate-resilient flood risk management approach, strengthen institutional, technical and financial capacity to implement long-term FRM strategies, including a combination of structural and non-structural measures and ecosystem-based approaches. The project will strengthen the use of climate information, flood forecasting, early warning and emergency response systems to enhance adaptive capacity and resilience of at-risk communities. It will scale-up successful FRM solutions and technologies tested through a UNDP implemented, Special Climate Change Fund (SCCF) funded project in Vrbas River Basin, promote and implement technological, institutional and financing innovations in FRM sector, and will leverage considerable public and private investment into resilient FRM.
To this end the Project requires services of a Monitoring and Reporting Associate. The engaged individual will be responsible for monitoring the implementation of activities under jurisdiction of the Ministry of Agriculture, Forestry and Water Management of Republic of Srpska – as defined by Project Document, ensuring regular reporting on the progress of these activities, and overseeing compliance with applicable environmental standards and regulations.
2. Scope of Work
- Monitor the implementation of activities under jurisdiction of the Ministry of Agriculture, Forestry and Water Management of Republic of Srpska, including collection and archiving of relevant documentation;
- Gather and anylaze data, including financial expenditures and milestones achieved;
- Provide technical advice and support to implementation of the activities;
- Verify progress in implementation in accordance with approved plans and timelines;
- Prepare regular progress reports, identify lessons learned and formulate recommendations;
- Conduct monitoring to ensure compliance of completed construction works and other activities with national environmental standards and regulations;
- Identify potential risks or negative environmental impacts, and propose mitigation measures;
- Participate in planning and organization of field visits, trainings and other logistics arrangements;
- Ensure relevant documentation is completed, including maintaining of all files, correspondence, photos, etc;
- Coordinate with representatives of the Ministry of Agriculture, Forestry and Water Management of Republic of Srpska, local authorities, and relevant institutions to ensure transparent and efficient implementation;
- Provide regular updates on the activities progress according to the communication plan;
- Ensures gender is effectively mainstreamed throughout the project activities, reports, and where specifically relevant, analyzed in detail.
The employee will provide monthly progress reports to the Project Manager in form defined by UNDP.

The employee will work under the direct supervision of the Project Manager.

Min. Education requirements- Secondary school.
- First-level university degree (bachelor’s degree) in Civil Engineering or a closely related field/discipline would be an asset but is not a requirement.
- Minimum 7 years (with secondary education) or 4 years (with bachelor’s degree) of professional experience in the field of relevant Civil Engineering.
- Excellent computer skills with the ability to effectively utilize information technologies as tools and resources.
- Experience in working in large infrastructure and/or civil works, particularly in the field of technical documentation development, project implementation as well as construction supervision.
- Excellent and proven experience in dealing with contractors and local partners.
- Proven experience in provision of technical assistance in water management.
- Good knowledge and understanding of the Law on Water, by-laws regulating the construction of similar facilities, technical regulations, general and special technical conditions and professional codes.
- Experience in working within water agencies or government institutions.
- Experience in the preparation and design of infrastructure projects.
- Experience in the implementation and monitoring of infrastructure projects.
- Experience in analysis, sharing of knowledge and good practices.
- Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina. English language proficiency will be considered an asset.
