Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Resource Strategy and Optimization department is looking for two (2) Talent Programs Managers to join the team! You will partner with leaders and teams within Capital Projects and HR to design, implement and manage talent programs within the CPG divisions that mitigate talent risks to the capital program. The programs include, but are not limited to, development of competency frameworks, assessment processes and learning paths, career paths, and facilitating deployment of enterprise talent programs within the CPG divisions.

What will I be doing?
  • Collaborate with CPG teams and HR in the development, implementation and on-going facilitation of programs that create pipelines of talent.
  • Lead the development and maintenance of CPG Career Paths to enhance employee experience, engagement and retention as well as ensure CPG has people ready for key roles.
  • Oversee the development and implementation of competency frameworks aligned to critical capabilities required by CPG to effectively deliver transit projects. 
  • Manage the maintenance of established competency frameworks (e.g. Project management, Construction Management, etc.) as relevant, current and fit for the organization’s maturity. 
  • Lead the annual competency assessment cycles, including communication, training, evaluation, analysis, and reporting.  
  • Develop informal learning solutions such as communities of practice, sponsorship, mentoring, networking and other social learning interventions to support the growth and development of CPG workforce.
  • Prepare communications plans, communicate the implementation of initiatives, standards, and designs to various business units.
What Skills and Qualifications Do I Need?
  • Completion of a post-secondary degree in, Business Administration, Human Resources, Engineering or a related discipline or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in talent program design and implementation, and competency frameworks for infrastructure delivery skills. 
  • Experience in Change Management and people change management process, including recommending and developing the right sustainment and reinforcement strategies appropriate to program or project to support designing developing and implementing talent programs is an asset. 
  • Experience in the transit industry and/or a government agency is an asset.
  • Experience designing, developing, and delivering talent programs in highly technical work environments.
  • Written communication skills to design and write creative, high-impact content to communicate the benefits of programs.
  • Project management skills, including work planning, monitoring and evaluation expertise to manage multiple projects with competing priorities and tight deadlines.
  • Data collection/management and development/interpretation of statistical data to assess impacts, risks, and corrective measures.
  • Problem analysis and problem-solving skills to identify and implement effective training programs.
  • Demonstrated ability to manage stakeholders to gain input and keep projects and initiatives moving forward.
  • Strong customer service skills to respond to and work with a variety of stakeholders.
  • Proficiency in MS Office (Outlook, Word, Excel, PowerPoint, etc.), Learning Management Systems and databases to produce documents, reports, and presentations.
  • Interpersonal and oral/written/presentation skills to prepare and present briefing materials, advice, presentations, recommendations, and reports to senior management.
