Purpose/Description
The Public Service Maintenance Worker - A - 1 in the Roads Division will maintain highways, municipal and rural roads and rights-of-way. Duties include patching broken or eroded pavement, repairing guard rails, highway markers, and snow fences. The PSMW - A-1 may also mow or clear brush from a long road or plow snow from roadway.
- Required Tasks
- Perform snow and ice operations - including moving/handling materials, maintaining equipment.
- Concrete and rough masonry work and asphalt placement.
- Keep field time records and reports.
- Drive CDL vehicles to sweep debris from paved surfaces, mow grass and weeds, remove snow and ice, and spread salt and sand.
- Haul and spread sand, gravel, and clay to fill washouts and repair road shoulders.
- Dump, spread, and tamp asphalt, to repair joints and patch broken pavement.
- Clean and clear debris from culverts, catch basins, drop inlets, ditches and other drain structures.
- Erect, install, or repair guardrails, road shoulders, berms, highway markers, warning signals, and highway lighting using hand tools and power tools.
- Inspect, clean, and repair drainage systems, bridges, tunnels, and other structures.
- Other duties:
- Operate construction equipment.
- Assist in loading and unloading materials as needed.
- Apply paint to surfaces.
- Install fencing or other barriers.
- Mark reference points on construction materials.
- Flag motorists to warn them of obstacles or repair work ahead.
- Set out signs and cones around work areas to divert traffic.
- Perform preventative maintenance and cleaning on vehicles and equipment.
- Perform a wide variety of duties when not operating equipment.
- Other related duties and tasks as assigned.
- Educational Requirements
- Experience Requirements
- High school diploma or equivalent.
- Must have valid State of Michigan Commercial Driver's License with type "A” with Air Brake endorsement.
- Appointees must obtain a CDL "N" endorsement within the first three (3) months of employment or promotion.
- Safe and acceptable driving record (No more than 7 points)
- Maintain DOT medical documents as required by the State of Michigan for CDL holders.
- Ability to carry at least 50lbs.
Special Conditions
Proof of education must be submitted with application.
Appointees must obtain a CDL "N" endorsement within the first three (3) months of their probationary period. Appointees who do not obtain the "N" endorsement will be removed from the Public Service Maintenance Worker position pursuant to the Department of Personnel/Human Resources and Department of Public Services procedures.
As a condition of employment, appointees must:
1. Have a drug screen when hired and submit to random drug screen thereafter;
2. Agree to a criminal history check.
Types Of Tests
Experience and training will be worth (100%).
Purpose
To establish an eligible list from which to fill present and future vacancies. The eligible list will remain in effect for six (6) months but may be extended.
This will remain in existence until exhausted or terminated by the Department of Personnel/Human Resources.
This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list.
General Information
Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan.
How to Apply: The application will be used for determining eligibility for admission to the examination and as a basis for rating experience and training.
Investigation and Probationary Period: An investigation of character and past employment will be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements.
Appeal of Rejection: Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.
Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
