TITLE: Field Finance Officer

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

  • Role of finance Officer and finance business as in JD.

 

  • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.[NN2]

Role Dimensions: Save the Children International in Sudan is working across Sudan e.g. Khartoum, South & North Kordofan, North, West & Central Darfur States etc. in Sudan. Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, and humanitarian emergencies. We maintain diversified sources of funding including SIDA, OFDA, DFATD, GSK, EC/ECHO etc.

This is a challenging role in a complex environment. It requires a dedicated, experienced and highly motivated individual who can manage the difficulties of living and working in such an environment and still be fundamental in helping to drive forward our programmes and our ambitions. [NN6] 

 

   

KEY AREAS OF ACCOUNTABILITY:[NN7] 

 

  • Maintains and safeguards cash and cash equivalent or valuable documents in safe places as provided by SCI;
  • Is responsible for all payments and receipt transactions at the office;
  • Performs all petty cash and check payments in accordance with SCI rules and procedures;
  • Ensures that all payments and receipt transactions are supported with complete and adequate documentation; 
  • Maintains transactions register records for all payments and receipts, and updates the record daily;
  • EnsuAssures that advance payments are cleared prior to new a request beingis paid;
  • Prepares weekly cash balance report;
  • Conducts monthly cash count;
  • At the end of every month, prepares outstanding personal account balance and submit to  it the accountant for further action;
  • Collects and compiles all actual transaction documents, reports and all other documents and submits to the country office;
  • Ensures compliance to Save the Children and donor policies and procedures;
  • Reviews coding and of expenditure to appropriate budget codes prior to posting.
  • Compiles and submits the office’s monthly financial return, ensuring accuracy and completeness;
  • Reviews completeness of documents if necessary, give reference numbers, registering all in the voucher register book, batching data entry, and checking all other process’ of the Agresso system;
  • Completes monthly cash and bank reconciliations
  • Keeps copies of all reports, and properly files all documents of the processed data;
  • Prepares/compiles all system and manually produce hard and soft copies of reports required by internal and external users;
  • Follows-up submission of documents/or data to be entered to the system on scheduled time from Khartoum and from all projects scites;
  • Helps in analyzing expenditures and provide the programme teams management with regular statements of expenditures; 
  • Helps in providing training to partners;
  • Produces BVA reports and participatesd in the office BVA meetings. 
  • Helps in combining periodic financial reports, as well as other special reports as required;
  • Performs any other related tasks as required.
