GENERAL DESCRIPTION:  Performs advanced (senior-level) managerial, technical, administrative, and consultative work requiring specialized knowledge of state and federal grant management; Work involves, reporting, developing, directing, and organizing accounting for grant programs.  Assist in planning and implementation of agency-wide grant management procedures. Plan, train, and supervise the work of others.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Supervise the Grant Specialist in the Grants Department.

2. Assign Grant awards to Grant Specialist so the grants can be tracked, reported on, accounted for accurately, and closed out.

3. Supervise the submission of required periodic grant reporting, and grant billings.

4. Develop internal control procedures for use in determining compliance with State, Federal and Agency policies, plans and procedures, to determine the reliability of agency accounting records and ensures agency grant assets are properly accounted for.

5. Responsible for audit findings discovered by grantor auditors and maintenance of up-to-date financials.

6. Monitor the financial operations of grants and ensure their activity reconciles to Centralized Accounting and Payroll/Personnel System (CAPPS) for year-end reporting purposes.

7. Assist in preparation of the Schedule of Expenditures of Federal Awards in the Annual Financial Report.

8. Act as a point of contact pertaining to federal and state grant programs.

9. Supervise the review of agency purchase requisitions, travel requests, and vouchers for compliance with individual grant budgets, agency procedures, state laws and regulations and federal regulations.

10. Supervise the processing of grant deposits and other correcting transactions in CAPPS and USAS.

11. Identify problems in the grant process and inform and advise the participants involved.

12. Responsible for the records retention of grant documents.

13. Plan, assign, and supervise the work of others.

14. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

15.Perform other duties as assigned.

 

Qualifications

 

QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from a standard senior-high school with a High School Diploma/equivalent is required. Graduation from an accredited four-year college or university with a major in Accounting, Auditing, Business Administration, Management, Public Administration, or a related field is preferred.

Experience – 

• Five (5) years of experience in accounting or closely related activities.
• Three (3) years of detailed experience with Uniform State Accounting System (USAS).
• Three (3) years of management or Team Lead experience. 
• Two (2) years of experience with detailed work in PeopleSoft or GENERAL CAPPS Financial is preferred. 

Substitution Note:  Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Generally accepted accounting and financial reporting principles and practices, of budgeting processes and methods and of equipment, software, methods and processes applicable to automating complex, large-volume accounting and budgeting activities.  Analyze fiscal management information and determine varying degrees of needs and best utilization of funds to satisfy current and projected needs of organizational components and the agency.  Ability to make correct determinations of Department disbursements and commitments to disburse funds.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management.  Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals. Skilled in leadership and supervision of others.

Technology – Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), appropriate levels of proficiency with utilized software and systems, and be able to learn new software/systems.  Proficient in the use of automated accounting programs to include a variety of State Comptroller Systems: USAS and CAPPS 9.2 Financials, and a variety of other computer software systems.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. Travel (in city, statewide, both) up to 5% per week (or month) as needed.
