Financial Program Manager

The ODH Public Health Laboratory assists the agency, local health departments, and clinicians across Ohio in disease outbreak investigations, public health emergencies, and identification of disease causes to aid in treatment and prevention. Our services include screening for diseases of public health interest, reference support for confirmation of low incidence infectious agents, laboratory investigation to determine epidemiological patterns, and oversight of the state’s alcohol breath testing program. Samples received annually to exceed 1,000,000, tests performed (e.g., newborn screening, microbiology, serology, virology).

*This position will work in person at the Public Health Laboratory 5 days per week.*

Job Description

What You'Ll Do:

The Financial Program Manager will work within the Bureau of Public Health Laboratory to manage and coordinate budget and financial policies and procedures. This position will provide policy direction and technical guidance to Bureau chief in establishment of budget control figures. Additional duties may include: 

  • Development of programmatic budgets from all revenue sources and maintains appropriate budgetary and fiscal control for assigned programs and grants.
  • Supervises clerical support and inventory control staff (e.g., interviews, selects and trains staff, establishes priorities and time frames for assignments, etc.) responsible for related activities to support programs (e.g., the positioning of all required supplies, reagents and instruments required for testing).
  • Monitor applicable regulatory changes, provide direction office/bureau chiefs in the implementation of these changes to ensure compliance.
  • Draft and/or oversee preparation of summary budget reports (e.g., budget status, spending plans, status of grant applications) for Grant Services Unit administrator and program managers.
  • Serve as program liaison.
  • Develop proposals and administers program projects (e.g., plans, directs, organizes and manages administrative activities of assigned programs).
  • Direct development of state budget process and programmatic budgets for assigned offices/bureaus

Qualifications

54 mos. exp. or 54 mos. trg. financial administration.

Or

Completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration. 

Or

Completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration. 

Or

Equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.

All answers to the supplemental questions must be supported by the work experience/education provided on your civil service application. 
Unless required by legislation, the selected candidate will begin at Pay Grade 14, Step 1 of the union Exempt Pay Range Schedule ($39.22 per hour), with an opportunity for pay increase after six months ($41.46) of satisfactory performance and then a yearly raise thereafter.
