Global Supply Chain Management (GSCM) offers an excellent opportunity to join our energetic, and collaborative environment in support of our organization. Our procurement department manages all procurements in support of all Raytheon Business Units/Programs. In this role, you will foster relationships with suppliers, administer subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, and strategic sourcing as well as facilitate complex business agreements in support of the various contracts.
What You Will Do:
Preparation and issuance of Request for Quotations/Proposals
Perform price and cost analysis and lead formal negotiations, price, delivery, scope, terms & conditions.
Place subcontracts/purchase orders and associated change orders
Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions. Post-award management of POs to be handled in accordance with company directives and work instructions
Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)
Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives
Nurture professional business relationships with first tier subcontractors
Provide comprehensive Supply Chain support for gate reviews.
Ability to travel as required
Qualifications You Must Have:
Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years’ experience.
Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), ITAR OR import/export requirements
Qualifications We Prefer:
Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
Experience with supplier management
SAP and Microsoft Office Suite of Products
Experience with reading and understanding drawings, specifications and other engineering documents including complex SOWs
Price Cost Analysis experience
Experience with proposals from prospective suppliers and analyze cost/price, technical capability, and financial viability, conduct investigations to ensure ability to perform within cost and schedule
Knowledge of EXIM procurements and all the rules and regulations involved in those situations
Experience with import/export regulations (ITAR/EAR)
This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply
Experience with Government contracts, processes, and procedures
Experience with proposals and understanding of all phases of sourcing, procurement execution to include price negotiation reductions and terms and conditions, completion of compliance EPAD Packages
Experience with automation tools
Previous experience with integrated supply chain, including strategic procurement
