BOLI has an opening for at least five Senior Civil Rights Investigators (Civil Rights Investigator 2) position(s) in the BOLI Civil Rights Division. These positions will be based in our Portland, Eugene and/or Salem offices. The successful candidate may also be eligible to work a hybrid schedule and be in office 1-3 days per week based on business need(s).
These positions are permanent, full-time, SEIU represented position(s). This recruitment may be used to fill additional vacancies as they occur.

What You Will Be Doing
Below is a sampling of job duties. It is not meant to encompass all duties.
- Investigate allegations of violations involving more than 50 civil rights laws to determine whether there is substantial evidence of unlawful discrimination, retaliation, or both.
- Interview witnesses via telephone or in person (at BOLI’s offices or elsewhere), as well as using email and other electronic means.
- Obtain and review documents using both requests for information and administrative subpoenas, as well as reviewing other data sources such as proprietary databases and information available from other government agencies.
- Manage and maintain case files (including information on the agency’s IMPACT database) in an organized manner suitable for review or transfer at any time, without notice.
- Analyze evidence gathered in the course of the investigation, which may include use of spreadsheets and other tools to assist with such analysis.
- Review of applicable statutes, rules, and regulations to assess whether there may be substantial evidence of the alleged violations.
- Facilitate settlement negotiations between the aggrieved person and respondent at any time during the investigation through conciliation or mediation, as appropriate, pursuant to OAR 839-003-0055.

Working Conditions:
- Professional office environment, including regular and frequent use of desktop computer to access Microsoft Office applications and internal IMPACT database, among others.
- Daily contact with the general public, attorneys, and others involved in highly sensitive situations and who may be angry, hostile, or otherwise emotionally volatile.
- Travel, including some overnight travel both in and out of state, as well as travel in adverse weather conditions and during nighttime hours, may be required on an infrequent basis.
- Investigators will need to transport laptops, large files, boxes of files and other equipment, which may weigh up to 25 pounds each.
- When conducting investigations, investigators may be required to work flexible hours or more than 8 hours in a day.
This Is What You Need to Qualify:
Minimum Qualifications:
Four years of experience related to the class concept that includes specialized experience where the primary duties consisted of 1) collection of information, gathering and analysis of facts, and making conclusions and recommendations; OR 2) gathering, developing, and presenting information for the purpose of education or training; OR
A Bachelor’s degree in Business Administration, Public Administration, Law or other related field and one year of experience described above.
The ideal candidate will possess the following desired skills and attributes
- Skill in identifying complex problems and reviewing related information to develop and evaluate options and recommend solutions.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Skill in considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Skill in understanding the implications of new information for both current and future problem-solving and decision-making.
- Skill in being aware of others' reactions and understanding why they react as they do.
- Skill in bringing others together and trying to reconcile differences.
- Skill in comparing conflicting statements and making credibility determinations.
- Although not required, the ideal candidate will exhibit fluency in Spanish and/or in other languages relied upon as primary language by a significant number of Oregon workers and members of the general public.

Additional Information
- Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
- The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
