The Opportunity
The PD will provide overall management, leadership, technical guidance, and support, including Monitoring and Evaluation (M&E), communication, and learning, and will work with all the coalition partners to ensure a consistent approach to implementation and technical quality. S/he will be accountable for both the quality of interventions as well as their effective financial and operational management; and serve as the primary liaison and programme representative with Government of Bangladesh, donors, partner agencies, private sector, and local institutions and communities. S/he will also be responsible for ensuring coordination between all relevant government line ministries, and all other strategic partners/key stakeholders.
The PD will lead and manage a multi-disciplinary team hired by the Save the Children-led consortium. S/he will be responsible for virtual and matrix management between field and Country Office to deliver programme objectives set out in the donor ToR, programme’s technical and proposal, and the logical framework. S/he will report to the Director-FSL of Save the Children and also liaise on a regular basis with the relevant SC UK Regional Portfolio Officer for Bangladesh.

Qualifications and experience
•    At least 8 years’ experience in the field of livelihoods; skill development related program planning, management, and implementation. Hands on working experience on market system development will add value.
•    Advanced knowledge of technical skill development and curricula development process is preferable. 
•    Advanced knowledge on youth development process, national stakeholders who are working strongly with youth and government youth policies, priorities and processes, institutions, and networks. 
•    Knowledge on the STEM will be considered as an added value.
•    Prior experience of delivering comprehensive skill development and livelihoods program, preferably those of Unicef and FCDO; 
•    Experience of working effectively with consortiums and/or leading partnerships with other organizations 
•    Skills in leading livelihood program in terms of planning, implementation, monitoring and evaluation, setting program strategies, developing implementation guidelines, preparing training curriculum, facilitating training courses, and advocating for effective interventions/strategies at the national level. 
•    Experience working with different GOB sectors and ability to navigate through GoB sectoral plan to ensure systematic changes where needed.
•    Experience with working with different national and multinational privates sector companies.  
•    Proven experience of managing large multi-million-pound budgets and management of risk; 
•    Highly diplomatic and emotionally intelligent with strong oral and written communication skills;
•    Strong knowledge of the Bangladesh context and priorities in economic empower and livelihoods.
•    Master’s Degree, preferably in any discipline of computer science, EEE or relevant discipline
