This position manages a wide range of skilled space planning, design and construction services duties in support of WVUH and its facilities. Manages the Personnel within the PDC departmentMINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Bachelor’s degree in Architecture, Engineering (Electrical, Mechanical, Industrial), Business or related field;
OR Associate degree in Architecture, Engineering (Electrical, Mechanical, Industrial), Business or related field AND Two (2) Years of project planning, real estate, and supervisory experience.
EXPERIENCE:
1. Five (5) years’ Healthcare Planning, Design, and Construction Project Management experience
2. Five (5) years’ experience supervising Project Management staff and tradespeople.
PREFERRED QUALIFICATIONS:

1. Master’s degree in Architecture, Engineering (Electrical, Mechanical, Industrial), Business or a related field.
EXPERIENCE:
1. Five (5) of Project Management experience in a healthcare setting/environment.

1. Responsible for the efficient and effective management of personnel in the WVUH Planning, Design & Construction Department.
2. Assigns projects to Project Managers, Construction Managers, and tradespeople. Monitors, develops, and reports project status to all parties per PDC policy/procedures as monitored by the Director. Strives to deliver projects on-time and within budget.
3. Conducts personnel performance evaluations, including personal goals review per WVUH and departmental policy/procedures as monitored by the Director.
4. Monitors scheduling of personnel, including badge/in/out review, absenteeism/tardiness policies, reviews PTO requests, etc. per WVUH/departmental policy/procedures as monitored by the Director.
5. Responsible for the efficient and effective management of the quality of WVUH PDC department.
6. Ensures that all plans are reviewed during design stage, construction document stage and substantial completion stage as outlined in the PDC policy/procedures and as monitored by the Director.
7. Ensures departmental goals are formulated, monitored, and utilized for department performance improvement as outlined in the departmental policy and procedures and as monitored by the Director.
8. Ensures that PDC personnel provide project quality control, customer satisfaction and project schedule control on all projects according to PDC policy and procedures as monitored by the Director.
9. Reviews issues and preliminary estimates of project cost per PDC policy and procedures. Monitors project schedule and budget throughout construction phase. Facilitates effective project closeout pursuant to policy and as monitored by the Director.
10. Reviews WVUH capital expenditure requisitions to assure conformance to WVUH standards per PDC policy and procedures and as monitored by the Director.
11. Monitors and maintains Facility Record Drawings ensuring accuracy and timely updates to Facility Record electronic archives.
12. Successful at developing interpersonal relationships to coordinate various constituencies and activities in the delivery of a successful project
13. Develops Project priorities, deadlines, and budgets for review with Director.
14. Routine contact with WVUH Directors, Managers, Senior Administrators, Physicians, and other departmental staff members.
15. External contact with architectural and engineering consultants. Acts as Liaison with all regulatory agencies and building code officials.
16. Minimal supervisory controls. Manager must be self-initiating and self-motivated.
17. Monitors the Facilities Resource Library per PDC policy and procedures and as monitored by the Director.
18. Participates as an active member on a variety of Performance Improvement committees and teams.
19. As a member of the management team of the Facilities Management division, takes call on a rotating basis.
20. Responsible for updating and maintaining the JCAHO Statement of Conditions, Plans for Improvement and oversight of PFI resolution.
21. Deals with a diverse and broad range of problems and situations that entail high levels of complexity and management skills. Supervises a staff of comprised of project managers, financial analyst, drafting specialist, construction managers, and tradespeople.

SKILLS & ABILITIES:
1. Knowledge of facilities management, planning and design principles, and construction delivery methods is required.
2. Knowledge of hospital facilities and systems.
3. Financial experience in budgeting, ability to estimate projects, knowledge of construction trades and different project delivery methods
