Our VP, Lakeshores Union Controls and Development Office, is hiring a Director, Planning. Reporting to the Vice President, Controls and Development (LUSD), this individual will be responsible for the effective leadership of the LUSD Planning and Scheduling functions, and for providing strategic leadership and direction associated with the operations, deliverables, and continuous improvement of planning, scheduling, and estimating across the capital portfolio. We are looking for a leader who will develop, present, and negotiate the specifics of business cases to operationalize strategic planning, scheduling, and estimating initiatives.
What will I be doing?- Accountable for the leadership and delivery of project planning, Schedule Management across LUSD.
- Accountable for the development and implementation of the overall Schedule Management Plan and incorporating processes for functional schedule management to deliver the capital portfolio safely, on time and on budget.
- Accountable for aligning with the enterprise schedule framework and establish LUSD processes for schedule ensuring accountability within each area to maintain Project, Program and Portfolio schedule and to ensure overall compliance and adherence to CPG schedule management.
- Accountable for the governance processes to deliver schedule management and estimating in LUSD.
- Accountable for detailed real-time schedules to support overall project planning and decision-making with options analysis and supporting commercial decision-making, inform the setting of appropriate project-level contingency and to support the agile use of contingency (both time and cost) on a programmatic basis (e.g. drawdown).
- Establish and oversees the schedule reporting process for the division including developing and producing the monthly dashboard; providing timely information to LUSD Senior Management about the status of the schedule and estimating management including associated risks / issues / gaps along with recommendations to mitigate.
- Accountable for the identification of key performance indicators for schedule management performing regular data analytics with associated tracking & reporting to provide strategic insights of program performance from a schedule perspective.
- Accountable for the continuous improvement of the schedule management capability drawing on previous experience and industry best practice.
- Provide specialized functional knowledge and expert recommendations to enterprise and/or CPG relevant working groups and committees concerning schedule and estimating management frameworks and application.
- Working cross functional with Operations, Maintenance and Fleet to ensure LUSD construction schedules support the needs of the wider business.
- Build and manage relationships with a wide number of internal and external stakeholders, including partners, government, agencies and/or communities, leveraging those relationships to advance division or project objectives.
- Provide subject matter expertise to drive continuous improvement and consistency by identifying opportunities for innovation and sharing with senior leadership and project teams.
- Degree of Science in Data Analytics or Engineering equivalent qualification – or a combination of education, training and experience deemed equivalent.
- Progressively senior leadership experience in project controls and project management principles and practices within an infrastructure construction environment, with a focus on schedule and estimating management, budget and schedule controls, leading and directing cross-functional teams and consultants on simultaneous projects, and monitoring project activities for adherence to timelines, budgets, and performance objectives.
- Relevant Planning/Schedule and Quantity Survey qualification from a recognized Institution would be an Asset.
- Health, safety, human resources and environmental legislation and codes effecting the public, employees, contractors and facilities (e.g. Employment Standards Act, Occupational Health & Safety Act, Environmental Protection Act, Weeds & Pesticides Act, associated regulations, building codes, fire codes, electrical safety codes) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
- Knowledge of senior management and corporate administration requirements (e.g. business planning, financial management, risk management, asset management, capital planning, business continuity planning, and human resource management).
- Project controls and project management principles and practices in an infrastructure construction environment with focus on schedule and estimating management but including budget and schedule controls, leading and directing cross functional teams and consultants engaged in simultaneous projects (i.e. development, project progress, related staff, and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.
- Experience with specialized project controls tools such as P6 is considered an asset.
- Service-focused management, leadership, and influencing skills to provide senior technical and administrative direction to an operating or functional unit.
- Analytical and negotiation skills and experience with vendor management to manage development and delivery of externally provided products and services.
- Strong interpersonal and oral/written/presentation skills.
