Reporting to the Senior Manager, Construction Management Office, the Construction Management Office (CMO) Lead will help execute strategic initiatives and ensure alignment with the Construction Management Office team. This role will provide essential support in assisting with the preparation, governance, and integration of construction management processes across the CPG GO Expansion (GOE) program.
What will I be doing?

  • Lead / Recommend / Assist in the development and deployment of Standard Operating Procedures (SOPs), such as Work Planning Standards, Red Zone/Green Zone protocols, Pre-Construction Information, operational risk assessment reviews, and other key initiatives ensuring these procedures are properly mapped and adopted by all GO Corridor Teams for program-wide consistency. 
  • Support the preparation and presentation of delivery change requests, as well as assist subject matter experts with the development, standardization, and documentation of Construction Management processes, standards, and procedures.
  • Integrate multiple corporate requirements into construction conflict management, including technical design, environmental assessment conditions, community and municipal commitments, Passenger Charter, design excellence, and property acquisition conditions.
  • Manage relationships with delivery teams, external consultants, contractors, and vendors to ensure performance and products/services meet contractual agreements; conducts regular meetings to discuss progress and resolve issues. Lead forums between conflicting work streams and prepare comprehensive recommendation reports to resolve the conflicting work streams.
  • Consult and collaborate with multiple stakeholders to determine and incorporate requirements and obtain sign-off at agreed-upon intervals to ensure projects across the system are developed, implemented, and integrated consistently, efficiently, safely, and in a coordinated manner. 
  • Assist with the establishment and implementation of clear construction management plans and approaches to support the adoption of construction management practices and controls across all project portfolios.
  • Perform complete start to close-out transformation and change management activities including stakeholder assessment and engagement, facilitating the definition of current and futures state operations (people, processes, technology, structure), impact and gap assessment, training needs assessment, communication and engagement plans and tactics, readiness and sustainment plans, and adoption assessments.
  • Plan, develop, implement, and maintain the CMO Learning and Performance Strategy and Training Roadmaps, ensuring that CPG employees have the necessary training to feel confident and competent in executing their assigned work duties. 
  • Foster a safe and healthy work environment and ensure project teams, contractors, and trades comply with health, safety, and environmental standards that meet or exceed legislated requirements.
  • Stay current with industry standards, regulations, rail operations and best practices.
What Skills and Qualifications Do I Need?
  • Completion of a degree in applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Qualification in Canadian Rail Operating Rules (CROR) is an asset.
  • PMP (Project Management Professional) is an asset.
  • Demonstrated experience in project/construction management related to the planning, design, and construction of transit facilities, station infrastructure and related works.
  • Expert knowledge of Project/Construction management methodologies to manage construction compliance projects from start to completion; knowledgeable of procurement processes to identify opportunities for improvements and cost savings.
  • Knowledge of railway corridor infrastructure and related construction projects.
  • Problem-solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend improvement plans; to evaluate and address program impediments with the potential to disrupt or jeopardize the project and/or corporate objectives.
  • Interpersonal and oral/written/presentation skills to liaise with all levels within the organization and on construction sites; to work effectively with specialists across multiple sectors; to prepare project correspondence and technical reports.
  • P. Eng. or OAA is an asset.
