Job Summary: Performs finance/accounting support in accordance with DOL, PRH, Contract Center and Insights Training Groups LLC requirements in regard to all purchases of Center.
Duties:
- Procure property, services, and supplies in a cost-efficient and timely manner in accordance with company and government policies.
- Ensures compliance with approved contractor purchasing system review policies and procedures.
- Ensures all procurement actions are documented on the automated financial/procurement system.
- Issues and maintains purchasing requisitions and purchase orders for distribution and use as outlined on corporate procurement policies.
- In coordination with center management, administer procedures for receipt and accountability of government-owned property, materials, and supplies.
- Develop and post requirements via Request for Proposals (RFP), Invitations for Bids IFB), or Requests for Quotations (RFQ), as required on company website and/or Sub-Net.
- Coordinate with DOL Engineer Support Contractor (ESC) and corporate facilities maintenance staff on the development of Construction Scopes of Work to complete CRA projects in a timely manner.
- Ensures compliance with Davis Bacon and Service Contract Wage determinations, as required.
- Fully communicate procurement rules and procedures to all staff members involved in the purchase, receipt, custody, oversight, documentation, or inventory of materials and services.
- Establish systems for the periodic self-evaluation of procurement activities to ensure integrity, accountability, and prevention of fraud, waste, and abuse.
- Follow all applicable procurement regulations, to include those contained in company policy, the Federal Acquisition Regulations (FAR), Department of Labor Acquisition Standards, OMB Circulars, and Executive Orders.
- Ensures PRLs developed, submitted for approval, and maintained in the on-site purchasing office, matched with shipping and receiving documents upon arrival of goods, and are subject to inspection as part of center assessments, survey, and reviews.
- Develop and implement procedures for ordering, purchasing, receiving, storing, inventorying, and issuing food products that ensures the prevention of fraud and abuse.
- Provides advanced notice or seek Contracting Officer consent through the region as outlined in the centers operating contract and/or Contractor’s Purchasing System Review (CPSR).
- Establish an environmentally preferred purchasing policy for ongoing consumables and durable goods that will protect the environment and public health, conserve natural resources, and minimize waste.
- When necessary, prepares and submits subcontracting reports in accordance with the reporting requirements.
- Establishes a high degree of student rapport.
- Works towards meeting performance standards and goals.
- Adheres to required property control policies and procedures.
- Provides regular feedback to student regarding appropriate employability skills.
- Maintains good housekeeping in all areas and complies with safety practices.
- Complies with all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and Corporate and Center policies and procedures.
- Models, mentors, monitors appropriate Career Success Standards.
- Follows and applies CDSS plan and Standards of Conduct system, as required.
- Performs other duties as assigned by management within the employee’s capabilities.

Requirements
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education: High school diploma or GED required. Bachelor’s degree preferred.
Experience: One-year related experience required. Experience with Excel and/or purchasing applications required.
Certificates, Licenses, Registrations: Valid State Driver’s License
