Program Description:
The Embassy of the Kingdom of the Netherlands (EKN), Maputo, through its Strengthening Food Systems and FNS in Beira Corridor program, has given funding to Technoserve Mozambique for a regional food and nutrition security program (Manguana) for the period of 2023-2027. Agriculture is a critical pillar of the Mozambican economy, employing over 80% of the rural population and contributing 25% of the national GDP. Small and medium farms account for 95% of agricultural production. Nonetheless, productivity is low for the majority of food crops. The project will complement other investments and coordinate with other programs in this sector to address productivity barriers in the Beira Corridor to improve FNS by increasing productivity, incomes, and jobs.
Specifically, the program seeks:
- Increased sustainable productivity and income for small-scale food producers
- Increased mobilization of capital for a competitive local agricultural industry
- Increased capacity of key stakeholder institutions
- Improved policy and legal/regulatory enabling environment
- Inclusive and sustainable net job creation
- Improved climate resilience
- Improvement of Household Food and Nutrition Security
Job Summary:
TechnoServe seeks a Finance and Admin Manager for the food and nutrition security (FNS) program in the Beira Corridor. The Finance and Admin Manager will be responsible for managing the Finance and Admin function of the program – including managing a team of administrative/operational support staff to ensure financial and contractual compliance.
Primary Functions & Responsibilities:
Finance & Accounting
- Ensures that financial functions support the timely and effective implementation of the program’s technical scope of work
- Maintain and supervise the day-to-day operations of the Program Accountant, including but not limited to timely payments to suppliers, timely posting of financial transactions in the system, proper coding of expenses by program staff, proper supporting documents that comply with all audit requirements
- Maintain an oversight of resources allocated to the program and ensure they are being used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
- Manages the review of financial reports of sub-grantees, whenever applicable, and ensures that expenditures are in line with the budget and compliance with donor regulations
- Effectively communicate and present critical Finance matters to the Country Finance Director and the Program Director
Budgeting, monitoring, and reporting
- Ensure that all budgets and expenses are carried out according to Donor’s requirements and TechnoServe’s policies and regulations
- Conduct monthly budget tracking reports for the Program Director and ensure spending is within budget and corrective action is taken in case of unfavorable variances
- Manage the program's annual budget forecasting and midyear budget process in collaboration with the Program Director and Country Finance Director.
- Provide information to the Country Finance Director and Program Director regarding burn rates and projected expenditure for budget and cash flow planning
- Finance Manager manages and reviews donor financial reports and internal spending reports
Procurement
- Ensure that all program procurement activities are carried out according to Donor’s requirements and TechnoServe’s policies and regulations
- Review and ensure the quality of procurement processes
- Regularly train program staff on procurement policies and procedures
- Create and manage a control system to ensure the quality of processes and filing
Administration
- Support the Country Hr and Admin team in new hire orientations for the program staff.
- Ensure appropriate Safety and Security Guidelines are implemented and followed by the program staff
Basic Qualifications:
- Bachelor's Degree in Accounting or related field + 7 years’ experience or Master's Degree + 5 years’ experience
- Relevant administration, finance, and compliance experience, especially with Donor funded programs
- Fluency in English and Portuguese.
- Progressive responsibility in finance and accounting, office administration, project operations at the mid-level of an organization
- Detail orientation, including strong organizational, analytical, and quantitative skills.
- Excellent computer skills in Microsoft Word, Excel, PowerPoint, and other administrative applications.
