1. General Background

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950, by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.

In more than six decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 60 million persons. To help and protect some of the world’s most vulnerable people in so many places and types of environments, UNHCR must purchase goods and services worldwide. In Mexico, at the request of the Mexican authorities, UNHCR is also providing support in the area of internal displacement. Particularly in the area of registration, in 2024 UNHCR published the Guide for the registration of internally displaced persons with the Federal Government (Please see: https://www.acnur.org/mx/noticias/comunicados-de-prensa/upmrip-y-acnur-presentan-guia-para-el-registro-de-personas-en ), while UNHCR supports diverse priority local governments in strengthening the IDP registry, as well as their design and implementation, many of these activities with the support of European Civil Protection and Humanitarian Aid Operations (ECHO) in 2025.

The Snr. Registration Assistant is a member of the registration team and is supervised by a more senior colleague and will work together with the Internal Displacement and Registration sub-units of the Protection Unit to provide technical support in IDP registration processes. The incumbent is responsible for supporting all activities related to IDP registration, which include functions related to registration forms design and filling, registration interviews, data management and reporting, and development of referral pathways for registered populations. The Snr. Registration Assistant liaises with protection staff, authorities and other partners to ensure timely identification and referral of registered IDPs, for protection follow-up.

2. Purpose and Scope of Assignment

Under the overall supervision of the Internal Displacement and Registration sub-units, the Snr. Registration Assistant will perform the following tasks:

• Support UNHCR's overall strategy on IDP registration, primarily with authorities but also with other relevant actors, including civil society organizations.
• Assist in the design and implementation of methodologies for IDPs registration and referral pathways for registered IDP.
• Support authorities and other relevant actors in identifying individuals with specific needs and ensure timely referral to protection follow-up as required.
• Refer cases to other units within the office and to implementing partners as necessary.
• Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
• Draft correspondence and reports relating to registration activities in the Operation, when required.
• Provide statistics and draft reports related to registration data, as requested.
• Draft and submit reports and statistics related to registration.
• Assist on short missions in different duty-stations
• Support on requirements elicitation activities and testing over registration system projects for internal displacement
• Perform other related duties as required.


3. Monitoring and Progress Controls

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)

a. Education (Level and area of required and/or preferred education)

• Completed high school or its equivalent with certificate / training in Social Science, Statistics, Mathematics, Information Technology or other related area.
• Management of MS Office technology.
• Advanced command of the spoken and written English language (Writing skills in Spanish and English)

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• Minimum 2 years relevant experience with High School Diploma; or 1-year relevant work experience with Bachelor or equivalent or higher.
• Experience working with vulnerable populations.
• Experience with forced displaced populations
* Experience with data collection through mobile phones or tablets will be an advantage.

Desirable
Experience in working with UNHCR proGres software.
Experience in internal displacement
Strong understanding of the principles of and concepts of international protection and UNHCR.
Training in registration, operational data management or information management.
