Job Summary:
This position oversees teams that are responsible for Data Analytics and Reporting, Systems Management and Support, Market Intelligence, and Supplier Registration & Risk Management. This role and the team are key links between the organization’s procurement functions and all support services.Job Description:
Oversee functions responsible for managing procurement systems and tools, data analytics and reporting, and providing support services to internal and external stakeholders.
Ensure each function operates in compliance with LUMA policies, Puerto Rico and Federal regulations, and all internal and external audit requirements.
Develop and implement standardized system and data reporting, market intelligence gathering, and supplier registration procedures.
Coordinate and lead strategy sessions with procurement and supply chain leaders to understand support services requirements.
Serve as the lead and main point of contact for the Procurement & Supply Chain organization with IT.
Oversee the configuration of all procurement systems to ensure alignment with all processes and procedures.
Establish a standardized operating procedure for the creation, submission, review, and execution of support service requests.
Lead the design and creation of management reports (spend, performance, other as needed), ensuring consistency and standardization of management reports used.
Provide leadership and example in meeting LUMA’s safety goals.
Establishes key performance indicators (KPIs) aligned to organizational objectives to measure performance of functional areas’ specific goals.
Take ownership of systems with respect to procurement-focused modules and functionality, including vendor and contract management.
Keep informed of technological advancements that may be implemented or integrated into the systems to enhance the operational excellence of procurement and contracting.
Develop individual performance goals, monitor results through measurable objectives and performance assessment against the objectives, and ensure indirect report performance goals are aligned accordingly.
Mentors through coaching, counseling, on‐the‐job training, and supervision.
Evaluate individual performance of direct and indirect reports and provide, receive, and communicate effective feedback.
Perform major storm restoration work and associated duties as assigned.
Follow all policies and procedures.
Other duties as assigned.
Additional Job Description:
Education and Experience:
Bachelor’s Degree in business administration or related field.
Minimum of 10 years of progressively responsible IT systems and governance within a supply chain environment is required.
Experience with Electric Utility operations and/or large, complex organizations is highly desirable.
Master’s degree in business administration is preferred.
Professional designation from a nationally recognized professional institute or association (e.g., Supply Chain Management Professional) preferred.
Direct experience with Oracle and Asset Suite procurement technology is preferred.
