The team
As a Chapter Lead, you will be joining the Continuous Integration and Delivery IT Area. This area is part of the tribe and delivers the tooling to automate the CICD processes within ING. And delivers this as a platform, including integration to test and security tooling. Automating compliancy checks, improving the life of our engineers. Based on Azure devops. Next to this we deliver certificate and secret rotation automation.
We do this from a multinational team, consisting of 60+ engineers in 4 different countries: Philippines, India, Romania and the Netherlands. In each country we have country specific chapter leads coaching and guiding our engineers.
Roles and responsibilities
As ITAL for Developer Experience (DevEx) in the tribe DevEx and System Engineering, you will report to the tribe lead, and lead the engineering teams responsible for delivering One Engineering System and its practices, helping developers to work more by providing tools like a Developer Portal, Software Catalogue, Developer Workbench, Communication tools, and Resource Manager. Your mission is to empower developers across the organization by providing seamless, scalable, and secure platforms and tools that enhance productivity, quality, and collaboration.You are in this role also a hands-on DevOps engineer and a part-time squad member and continue to apply your specific expertise to your squad’s backlog.
eadership & Vision: together with Product area lead, define and drive the DevEx strategy in alignment with the Engineering & Reliability (E&R) tribe’s OKRs and ING’s global tech vision.
People Management: install a high performing culture by fostering growth and craftmanship of your team and building/safeguarding knowledge in your area over different countries.
Predictable Delivery: software delivery in your area, live up to our promises with respect to quality and timelines.
Stakeholder Management: managing stakeholders both within the area and outside.
Technical Leadership: focus on improvement of Tech landscape in your area in order to achieve both quality and efficiency as well as eliminating waste and continuous improvement as a service provider.
Governance and WoW: standardization and improvement of IT, Finance, Risk and Governance and/or Processes in your area.
Delivery: Oversee the development and management of 1ES, ensuring a clear and optimized development path for engineers (Golden Path) and implementing automation tools and processes. Ensure that developer experience is measurable, using a data-driven approach to steer 1ES.
Financial Management: Proper budget control including Staff costs, IT Expenses and Infra costs.

Master of Science in Computer Science or an equivalent field is desired.
Proven experience as an IT Area Lead or equivalent in a complex, agile tech environment.
Has experience with modern engineering concepts like: Design Patterns, Domain Driven Design, CI/CD, Shift/Left Right, Zero Touch Operations.
Has knowledge on engineering tools such as GitHub, Azure DevOps, Slack, Confluence, Maven, Gradle, Terraform, and such, IntelliJ, Visual Studio Code.
Understands modern Cloud Infrastructures, and Cloud Native Concepts: ING’s Private Cloud and Public Cloud like Azure and Google Cloud.
You love technology and naturally stay up-to-date on relevant new developments.
Drive engagement: you are inspiring, create energy and passion to motivate people.
Communication: you possess excellent verbal and written communication and presentation skills.
Manage Complexity: You have excellent problem-solving and analytical skills, you can navigate in complex sometimes contradictory information to effectively solve problems. Your management is based on facts and data (both in day-to-day management and in determining strategic direction).
Stakeholder Engagement: experience in navigating in an international organization, able to deal with multiple management lines (functional as well as hierarchical) and many different stakeholders.
Develop Talent: experience in getting the best out of people and developing talent when working with multiple cultures at the same time.
Drive Results: You achieve optimum results by empowering teams and giving them responsibility, at the same time challenging poor results or outcomes.
