SUMMARY: This position is primarily responsible for managing and coordinating persons, activities and available resources in order to accomplish property/properties objectives as set forth by the Regional Supervisor and property Owner. These objectives will include maximizing occupancy levels and ensuring compliance. This position is also responsible for training the Property Manager and the Assistant Managers, and to assume all duties in the event of the Property Manager’s absence (if applicable) by performing the following duties.

 

*For Illinois office-based employees: Must have an IL Real Estate Leasing Agent License for this position. If you don’t have this license prior to joining the company, you must obtain this license within 90 days from your 1st day worked. This is a requirement for employees conducting leasing activities in Illinois

Qualifications

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

Core duties and responsibilities include the following. Other duties may be assigned.

 

Personnel Management

  • Hires/terminates, supervises, coaches, provides training, and conducts disciplinary action (as needed) of all site staff according to Company policies and procedures.
  • Conducts all orientation for newly hired site staff and facilitates on-going training.
  • Establishes expectations and goals for staff and evaluates performance.
  • Ensures proper staffing or coverage of the sites at all times.
  • Coordinates all site-specific aspects of payroll, including the management of employee timecards.
  • Implements and/or enforces all Human Resources-related tasks and policies.
  • Reviews site time clock reports, approval of vacation requests, and ensures that on-site staff implements HR requirements accurately and timely (including review of any disciplinary action reports related to the site).

Financial

  • Collects rent timely, makes bank deposits immediately, and minimizes any A/R.
  • Coordinates vendor/contractor work, certificates of insurance, billing, and A/P function.
  • Completes an annual budget independently or in cooperation with the reporting Manager, based on the Owner’s goals for the property, maintaining adequate reserve balances and protection of the physical asset.
  • Monitors expenditures to adhere to budgeted parameters.
  • Analyzes financial statements and completes variance reports independently and accurately.
  • Monitors budget variances each month and documents causes for significant variances in reporting.
  • Submits replacement reserve reimbursement requests to HUD/IHDA/City of Chicago, as applicable. Monitors reserve balance to ensure compliance with applicable requirements.
  • Submits and ensures receipt of subsidy requests; follows up on all A/R from regulatory
 

agencies.

Regulatory

  • Understands and ensures adherence to all Fair Housing, Americans with Disabilities Act, and Fair Credit Reporting Act and other laws related to leasing.
  • Implements the approved Resident Selection Plan, Affirmative Fair Housing Marketing Plan, and House Rules.
  • Ensures compliance with all HUD, IHDA, Tax Credit, and/or other regulatory requirements related to the property’s funding sources.
  • Responsible for preparing, collecting, and submitting all requested documentation for Management and Occupancy Reviews, Desk Reviews, Tenant File Reviews, SRN audits, Annual Owner Certifications, various internal and external audits, etc., as well as providing responses to findings, within the allocated timeline. (Note: Director of Compliance will coordinate internal resident file review, Tenant Selection Plans and AFHM Plans)
  • Implements the certification process on-site and submits subsidy requests timely.
  • Remains proficient in all aspects of the HUD 4350.3 Handbook and attends training as needed to maintain a current understanding of revisions to these regulations.
  • Prepares regulatory reports accurately, as requested.

Physical Site

  • Supervises and monitors completion of on-site tasks related to preventive maintenance, routine maintenance, and emergency maintenance; documents timely in the One Site software.
  • Collects and reviews bids by the site to ensure consistency and that the scope of work is as requested – coordinate with FMCS, as needed.
  • Coordinates with FMCS to develop capital budgets and ensure implementation.
  • Requests assistance from FMCS for major or complicated building issues.
  • Secures services of outside contractors as needed.
  • Monitors turnover of units.
  • Visits non-base sites on a regular basis, or per the agreed-upon schedule approved by the Regional Supervisor.
  • Inspects the properties on a regular basis to ensure they are being maintained and the asset is protected, documents inspections.
  • Assists with pre-REAC inspections and monitor repairs to ensure good REAC scores.
  • Ensures completion of any pertinent safety checklists with maintenance staff.

Resident Relations

  • Maintains the waiting list, as required.
  • Performs outreach marketing, as needed.
  • Conducts market surveys and provides trend report information; shops competition and is aware of neighborhood market conditions.
  • Welcomes and shows property to prospective applicants.
  • Maximizes occupancy and facilitates turnover of units to minimize vacancy loss.
  • Orients new residents.
  • Fosters and maintains positive resident relations and excellent communication with residents.
  • Is responsive to resident questions, complaints, concerns, and suggestions.
  • Coordinates with the Social Service Coordinator (if available) related to resident services, social programming, and resident management issues.
  • Coordinates with the Resident Council representatives (if available) in a positive manner.
 

Reporting and Owner Relations

  • Completes Owner reports, as requested.
  • Attends scheduled meetings with Owner and/or agent.
  • Serves as a liaison with community groups and represents the building and Owner in a positive manner.
  • Reports all liability and property incidents to the Regional Supervisor immediately.
  • Reports all work-related accidents/injuries immediately to the Human Resources Department in compliance with company policy guidelines.

Corporate Responsibilities

  • Maintains scheduled office hours, the condition of the office, and ensures that all administrative responsibilities are handled professionally.
  • Maintains records and ensures proper handling and filing of correspondence, vendor files, warranties, certificates of insurance, and other office-related documents.
  • Attends corporate functions or meetings, as requested.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. QUALIFICATIONS:

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Leasing Agent License or Sales/Broker
  • Certified Occupancy Specialist and/or Tax Credit Certification (if TC property)
  • ARM or CAM (Certified Apartment Manager) or equivalent
  • Valid Driver’s License, auto insurance and access to a car

  • Able to utilize all facets of the One-Site software.
  • Due to the constant need to complete forms, must understand and implement compliance regulations; read and review reports and a wide variety of correspondence and responses.

  • Word Processing, Excel, some type of regulatory software experience

  • Education (Desired): Bachelor’s Degree or Associates Degree
  • 3+ years of experience as the Manager of a large property
  • Must have background in supervision and successful track record of accomplishments
  • The employee must be capable of adapting, with minimal or no advance notice, to changes in how business is conducted and work is accomplished, with no diminishment in work performance.
