Design, implement and oversee operations for VDOT information technology projects or programs. Ensure operations are conducted in alignment with information technology strategies. Analyze data, monitor performance, develop policies and procedures and resolve complex problems and issues. To provide analysis of systems development programming requests. Develop specifications. Lead web developers and coordinate programmers' work. Oversee testing results and implement computer information systems. Provide lead developer leadership to assist users in the design and development of interactive routines and programs. Manage and monitor system and application software.
How you will contribute:
Compliance: Comply with VDOT and IT policies, standards and guidelines. Ensure all projects are in compliance with VDOT and COV policies, procedures and guidelines.
Documentation and Reporting: Provide status reports on project plans, timelines, schedules and progress updates. Participate in strategic planning for systems. Prepare documentation. Develop and update user manuals. Prepare materials and conduct user training.
Policies and Procedures: Develop policies, guidelines and standard operating procedures related to assigned technology program area. Document best practices, and review and update policies and guidelines as changes occur. .
Project Collaboration: Collaborate with other section team members on projects and programs and participate on project teams. Share knowledge with other team members and encourage their participation.
Project Documentation and Status Reports: Develop documentation required by the scope of the development effort (Small Scope, Non-Major, Major) based on VITA requirements. Update and modify system documentation. Provide documentation and assistance to other technical areas such as Production Control, Security, Training and Systems Engineering. Report on project status to include schedules, progress and problems encountered.
Project Lead: Serve as Project Lead for initiatives and projects related to assigned technology area. Coordinate work of team members, and provide guidance, advice and technical assistance.
Project Management: Serve as lead developer in application development projects. Coordinate the work of lower level developers. Provide advice and technical assistance to associates regarding technical deliverable development and review. Develop time estimates for Systems Information Requests (SIRs) completion and implementation. Promote innovation and teamwork and participate in ITD strategic planning sessions.
Project Support: Support development and maintenance of projects; maintain and resolve issues for existing projects and systems. Develop and support new projects. Serve as a senior technical resource.
Strategic Management: Work with peers and subordinates to define strategic direction for assigned technology program. Evaluate tools and prioritize work efforts with stakeholders from ITD and business units.
Systems Design: Serve as the functional and technical lead designer for new systems and enhancements and maintenance of existing systems. Develop technical deliverables. Serve as a technical expert on interfaces and batch processes. Develop, enhance, and maintain any and all assigned interface programs. Analyze, design, maintain, enhance, and implement changes to financial application systems. Identify, troubleshoot, and resolve application systems problems.

Skill in researching best practices and applying them to VDOT's guidelines and policies.
Skill in short and long range planning.
Skill in the use of computers and software applications including Microsoft Project and MS Office Suite.
Minimum Qualifications:
Ability to analyze, design, develop, maintain, and enhance complex computer systems.
Ability to communicate effectively orally and in writing to customers.
Ability to develop, sell, implement strategic and tactical initiatives to support the business of VDOT.
Experience supervising staff, programs and budgets.
Experience using programming languages, databases, system utilities and packages.
Knowledge of information technology concepts and trends, application development, associated trends and systems development methodology.
Knowledge of project management and product development.
Skill in short and long range planning.
Skill in the use of computers, software and network applications.
Additional Considerations:
A combination of training, experience, or education in Computer Science, Information Technology, Engineering, Business Administration, or related field desired.
