Job Description
What You'll Do:
The Ohio Department of Health is seeking an experienced, forward-thinking leader with a passion for employee development and the strategic mindset to spark meaningful organizational change. As our next Workforce and Absence Management Administrator, you’ll play a pivotal role in cultivating a high-performance culture rooted in collaboration, continuous learning, and process improvement.
Primary duties include:
- directing the agency's Workforce & Professional Development efforts (e.g., provides oversight for agency leadership/management training, needs assessments, determines skill gaps for succession planning, oversees the continuing education program for agency)
- providing direction & oversight for the benefits unit including absence management (e.g., disability, FMLA, Worker's Compensation), ADA/ergonomic assessment, state insurance benefits, new employee orientation/onboarding, payroll & unemployment
- setting short and long-term goals for HR and agency regarding processes and cost savings and making recommendations to HR chief and senior leaders
- overseeing the ODH Wellness Program (e.g., acts as liaison for agency to DAS wellness program, implements program policies & procedures, oversees facilitation of agency wellness activities, markets events to agency employees)
- overseeing the ODH Performance Management program (e.g., formulates & implements policy regarding employee performance evaluations, conducting training for agency management & staff, oversees agency goal setting & competency development, ensures successful agency roll out of ePerformance system & provides data pertinent to completion rates)
- supervising assigned staff (e.g., monitors and assigns work, interviews, selects and trains new employees, reviews requests for use of benefits, conducts performance evaluations, may recommend discipline)

Qualifications
Position Qualifications:
Completion of undergraduate core program in human resources, business or public administration; 36 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.
-Or completion of graduate core program in human resources, business or public administration; 24 mos. exp. in human resources management or administration which included 18 mos. exp. in supervisory &/or managerial principles & techniques.
-Or 12 mos. exp. as Human Capital Management Manager, 64615.
-Or equivalent of Minimum Class Qualifications For Employment noted above.

Unless required by legislation, the selected candidate will begin at Pay Grade 15, Step 1 of the exempt Pay Range Schedule ($43.09 per hour), with an opportunity for pay increase after six months ($45.51) of satisfactory performance and then a yearly raise thereafter.
