The Head of Learning and Development (Audit) has operational accountability and responsibility to guide, manage, oversee and supervise the learning development process for audit partners and professionals and oversee the Professional Qualification and Accreditation function. Provides audit and firm wide leadership with a periodic assessment of the system of quality controls relating to audit professional’s learning development. Demonstrates a strong tone and culture supporting audit quality through a commitment to maintain objectivity, professional skepticism, ethics and integrity. The Head of Learning and Development (Audit) has operational accountability and responsibility to stakeholders and external regulators for the system of quality control regarding learning and development and leading the process to ensure that audit professionals have the appropriate competencies to be assigned to an audit engagement.
Responsibilities include, but are not limited to:
Tone and Culture
•Required to understand and comply with the requirements of the Code of Conduct which, amongst other matters, defines the minimum standards of ethical conduct that KPMG requires of its personnel •Required to understand that we maintain our independence as individual auditors and audit firms in both fact and appearance, following the spirit as well as the letter of laws, regulations and standards, understanding how the public may perceive our role and the importance of both our integrity and objectivity.Holds operational accountability to:
•Determine that the learning and development function has a culture that promotes a commitment to quality, including recognizing and reinforcing the importance of legal and regulatory requirements, professional ethics and values throughout the firm.Holds operational responsibility to:
•Demonstrate and communicate a tone from the top which prioritizes the responsibility that all colleagues have for engagement quality in the performance of engagements or activities within the system of quality management •Set and communicate audit quality expectations and accountability for learning development professionalsResource Management
Holds operational accountability to:
•Determine that the learning and development function has established structures, reporting lines, and appropriate authorities and responsibilities, including assigning operational responsibility for the learning and development system of quality management. This will include: oDetermining that the assigned responsibilities for the system of quality management are delegated to colleagues with the appropriate understanding of the role, experience, knowledge and sufficient time to fulfill their assigned responsibility oA direct line of communication to the individual(s) assigned executive responsibility and accountability for the system of quality managementResource Management (continued)
·Putting in place learning and development processes that support audit quality objectives in accordance with the professional standards and the firms system of quality management. This will include a commitment of investment and processes to build the capability of the audit workforce to meet the requirements of regulation and the skills needed for the future •Determine that investments are made and processes are in place in learning and development to build the capability of the audit workforce to meet the requirements of regulation and the skills needed for the future •Provide learning which supports the audit engagement team to develop the appropriate technical competencies to drive audit quality •Provide learning to develop personnel, including engagement partners, who have the competence and capabilities to:(i) Consistently perform quality engagements, including knowledge or experience regarding professional standards and applicable law or regulation relevant to the engagements the firm performs; or
(ii) Perform activities or carry out responsibilities in relation to the operation of the firm’s system of quality management
Monitoring and Quality Initiatives
Holds operational accountability to:
•Train the adoption of new approaches to improve audit quality •Determine that the learning and development function’s strategic decisions and actions, including financial and operational priorities, demonstrate a commitment to quality and to the firm’s role in serving the public interest, by consistently performing quality engagements •Determine that the learning and development function has a culture that recognizes and rewards high quality audit work •Responsible for PQA for the platform and ensure that processes are streamlined, and any gaps identified are worked on.Holds operational responsibility to:
•Determine that the learning and development leadership is responsible and accountable for qualitySystem of Quality Management (SoQM)
Holds operational accountability to:
•As process owner, have the overall responsibility for the implementation and operation of all controls contained in in the L&D process. •Implement process changes where necessary to comply with the network determined Process Risk Points (PRPs) and Controls (CTRLs). •Co-ordinate the implementation of SoQM responses and oversee operation of controls by control owners. •Monitor the completion of Detailed Control Description (or member firm equivalent) documentation of operation of controls required, including reference to supporting documentation •Accountability over SoQM team’s tests of design and implementation and effectiveness of all controls in each process. •Ongoing communication with the SoQM Implementation team, for each component, regarding status of implementation, new and enhanced controls and findings.Educational qualifications
•Professional accounting qualification •Additional certifications (if any) such as PMO, Six SigmaWork experience
