Manage the Contract Administration Section or the Quality Assurance Program to support the delivery of the VDOT's Contract Construction and Maintenance Program. Supervise staff conducting complex analysis and providing support to assigned operational program area.
How you will contribute:
Construction Quality Improvement Program: Lead, manage and perform administrative responsibilities of the Construction Quality Improvement Program. Conduct ongoing evaluations of programs. Identify, promote, implement and support quality improvement programs, practices and operations. Administrative responsibilities include budget preparation and management, monthly expenditures review, Cardinal training and coordination, oversight of procurement actions and policies, and development and maintenance of disaster recovery plan for program database. Site Manager is managed where Division and District employees receive appropriate training to support construction needs. Attend meetings and participate, vote and support various groups. Provide leadership and management support to other programs in the Division.
Contract Construction and Maintenance Administration Program: Manage Contract Construction and Maintenance Administration Program. Coordinate activities of staff with District personnel. Develop, implement and ensure statewide compliance with VDOT policies and procedures. Interpret contract documents and VDOT policies and procedures for the contract construction and maintenance program. Provide guidance to VDOT, contractor and other government agencies on contracts. Make decisions on contractual issues and problems. Communicate with internal and external customers. Serve as business expert. Exercise final approval authority for all contract construction and maintenance vouchers and take action(s) to recover non-payments.
Perform System Administrative Functions: Ensure all Division programs are operational; dashboard issues are resolved and support on-time, on-budget project delivery; construction expenditure report system is maintained to meet business process needs of VDOT.
Six Year Plan Delivery - Direct, guide and support the Construction Quality Improvement Program in the Six Year Plan delivery: Ensure analytical, engineering and quality improvement methodology is used in program operations with results and reports providing engineering managers with sound tactical and strategic recommendations. Support implementation of statewide construction quality improvement recommendations, policies, specifications, etc. Plan, direct and prepare quality improvement information, analysis, reports and presentations to VDOT managers. Market program through conference meetings, media and contacts. Identify and implement program improvements to include website, project, management reporting and database systems.

Knowledge of value engineering, AASHTO, federal design, and construction standards and specifications.
Skil in prioritizing competing deadlines and requirements.
Skill in providing and promoting good customer service to internal and external customers.
Skill in the use of computers and software applications to include Dashboard, Cardinal, Site Manager and MS Office.
Minimum Qualifications:
Ability to communicate effectively orally and in writing with diverse audiences, deliver presentations and conduct meetings.
Ability to make sound decisions on complex contractual issues.
Ability to read, interpret construction plans, specifications, contracts, standards and policies.
Ability to work with all levels in the organization.
Knowledge of VDOT, AASHTO, value engineering, federal design and construction standards and specifications.
Knowledge of project management, engineering technologies, state, federal policies and procedures.
Knowledge of supervisory, human resources practices, principles to include hiring, discipline, performance management and employee development.
Skill in the use of computers, software applications to include automated financial and database systems.
Additional Considerations:
A combination of training, experience, or education in Business Administration, Civil Engineering, Construction Engineering, Industrial Engineering, or related field desired.
Experience in construction, contract administration; leading technical professionals in multiple complex studies and assignments.
Experience using Dashboard, Cardinal, Site Manager and MS Office.
Experience writing, interpreting or administering contracts; performing or supervising project management and engineering qualitative and quantitative analysis.
