Summary/Objective: A Relationship / Technical Manager I - NYC/NY includes NYC-specific and NY State-specific components.  

NYC: This position is responsible for working with the SR. Technical Manager - NYC/NY and the Regional Director of Acct. Mgmt. to develop and implement plans and programs to assure the products and services are aligned with the election cycle requirements specified by the NYC Boroughs and New York State. They will collaborate with election officials and provide project planning and oversight to ES&S and Board of Elections technicians assigned to pre-election testing, Election Day support and post-election auditing & analysis. This role also provides preliminary Field Services technical support (e.g., routine repairs, battery replacements, preventative maintenance, etc.).


NY State: This position will be heavily involved in implementing, onboarding and ongoing relationship management of both new and existing accounts throughout the State of NY. Responsibilities include project management and complete onboarding of new implementations, including the delivery of new equipment and software for new customers throughout the state of NY.  


Essential Duties and Responsibilities:

  1. Each election event is treated as a project with all the associated responsibilities (Project Planning, Project Execution, Project Coordination, Project Implementation, Project Budget Management, Post Project Analysis).
  2. Contract fulfillment (e.g., ordering of all designated equipment & scheduling delivery of same; coordinating and participating in the acceptance testing of all new equipment; etc.) for new implementations to existing and new customers.
  3. This position acts as the relationship manager and first point of contact for assigned new customers – conducts a complete onboarding of the new customer based on ES&S guidelines and best practices.
  4. Outside of NYC, create a project plan and coordinate the execution of each task for every assigned new implementation.
  5. Develop project plans, goals and budgets and identify resources needed by collaborating with the Sr. Technical Manager - NYC/NY, Regional Director of Acct. Mgmt. and NY/NYC Board of Elections management. This includes but is not limited to helping manage project status through activity tracking and reporting, organizing and coordinating teams to assure project stakeholders are adequately trained, informed and enabled to complete responsibilities within time and quality requirements.
  6. Assist the Sr. Technical Manager - NYC/NY with overseeing and managing staff assigned to each of the five boroughs, typically 18-25 support staff for pre-election testing.
  7. Ensure Borough Managers correctly implement the full array of federal, state and local testing requirements and protocols for all ES&S purchased equipment.
  8. Coordinate and provide oversight to ES&S contractor Equipment Technicians and NYC Borough Technicians to ensure election products and practices are aligned and tested in conformity with State and local election specifications.
  9. Facilitate quality assurance processes to ensure City and State election specifications are adhered to among all products assigned.
  10. Install, maintain, and troubleshoot election hardware and software products in accordance with equipment specifications and service agreements.
  11. Assist the Sr. Technical Manager in providing Technical Certification training to Board of Elections Technicians. Upon successful completion of training. In NYC, the BOE techs are given a level and salary increase and are approved to complete preventative maintenance, battery replacement and nominal repairs to DS200s and AutoMARKS.
  12. Provide functional and procedural training to ES&S contractors and NY/NYC technicians with respect to all utilized ES&S hardware systems, plus the portion of the EMS system needed to burn and read media.

Qualifications:


Education: Must have a bachelor’s degree in a computer technology field or equivalent. 


Experience: Minimum of 5-7 successful years in a Relationship Management / Customer-facing role

2 years operational experience preferred with ES&S products: BOD, DS850, DS200, AUTOMARK

Familiarity with EMS software, specifically ERM, a plus

Experience working with a diverse staff of contractor support and the ability to manage the same

Working knowledge of project management principles and processes preferred


Competencies: Excellent relationship management skills

Travel: Will work primarily in New York City and the surrounding area. Approximately 15% travel to customers throughout New York state (subject to change, based on company and customer needs).

Supervisory Responsibilities: This position has indirect supervisory responsibility of contractors (i.e., scheduling, coordination of duties, etc.) and indirect supervisory responsibilities of Board of Elections support staff to assure hardware and software capabilities are aligned with election specifications.


Work Environment: This job operates in a professional office and a warehouse environment, which routinely uses standard office equipment such as computers, telephones, and photocopiers.

While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to stand; walk; hands to finger, handle or feel; and reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. This role requires the incumbent to be able to lift up to 50 lbs.
