GENERAL DESCRIPTION: Perform highly complex (senior-level) consultative services and technical assistance work related to regulatory programs. Work involves performing duties ranging from routine administrative assistance to program specific responsibilities such as trend analysis, program surveys, studies, and threat assessments. Provide services and technical assistance to program staff, governmental agencies, community organizations, or the general public.  May provide guidance to others. Work is performed under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1.    Serves as a Local Security Administrator (LSA) for all divisional employees through account and system management change requests (user access). Provide on-site or remote technical assistance to users of various division specific software and user access control systems.

2.    Interacts with internal and external customers, developing and maintaining professional relationships through high-level interpersonal relationship-building and communication skills.

3.    Leads the logistical coordination in the acquisition, distribution, and maintenance of division goods and services. Reviews and evaluates information on service delivery system methods, outputs, and activities to identify gaps in resources and recommends improvements.

4.    Documents and reviews processes and recommend process improvements to division's internal inventory management procedures. Provide training to divisional staff related to established State of Texas and agency rules and regulations.

5.    Collects, evaluates, and submits CAPPS Financials and internal agency requisitions for goods and services; distributes, reviews, and assists with payments of validated invoices.

6.    Leads the development and routine auditing of regular and ad-hoc reports related to access management, technology, monthly financials, and division operations

7.    Maintains and reports daily activity metrics for duties performed.

8.    Serves as a liaison with the IT Division and IOD Division (P&CS, Facilities, Asset Management Office, General Stores, DPS Cell Phone team, and Fleet Operations).

9.    Coordinates workshops and training sessions related to program responsibilities; directly assists divisional employees in coordinating facility, technology, finance, and fleet services as assigned.

10.    Leads the coordination of organizational surveys and evaluations utilizing various tools including online survey software. Manages Division access to online survey software and assists Division programs and business units in the creation and execution of various surveys, as needed. 

11.    Assists with preparing operations and procedures manuals to assist management in operating more efficiently and effectively, including division governmental, contractual, and financial and expenditure procedures.

12.    Assists with on-site weekly COVID-19 testing.

13.    Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

14.    Performs other duties work as assigned.

 

Qualifications

 

GENERAL QUALIFICATIONS and REQUIREMENTS:  

Education -  Graduation from an accredited four-year college or university preferred.  

Experience – Minimum of six (6) years of progressively complex inventory management experience; or supply chain oversight to include purchasing and logistics; or first-level/second-level technical support experience in an on-site and remote help desk environment. 
Substitution Note:  Additional work experience of the type described on may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - Certified Supply Chain Professional, Certificate in Production and Inventory Management, Certified Professional in Supply Management are preferred. Must be able to achieve a DPS Purchase Liaison Certification within twelve (12) months. If driving is required, must possess a valid driver license and automobile insurance.  

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.  

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.  Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours work is required. This position may have the ability to telecommute based on the needs of the division/agency.  Occasional travel in-city and surrounding area.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
