SUMMARY
The Budget & Finance Analyst position is primarily responsible for supporting the Financial Management Unit at the Business Services Section of the Charlotte-Mecklenburg Police Department (CMPD) at the City of Charlotte. The main responsibilities will be to support the False Alarm Unit as well the Asset Management Unit, providing answers to inquiries via phone and email, gathering information for records, data entry and general database maintenance as well as preparation of reports for management.Major Duties and Responsibilities:
Deliver standard of professionalism while interacting with internal & external customers.
- CMPD False Alarm Unit Responsibilities:
- Answer incoming phone calls and emails to address alarm permitting issues, questions, and concerns.
- Manage and maintain the permitting database daily.
- Review daily alarm system registrations and updates from the False Alarm Database for accuracy.
- Assist the public, alarm companies, and police department personnel with questions about permits, outstanding balances, and payment processing.
- Receive, investigate and process alarm appeals by gathering necessary pertinent information (videos, photos, and any other relevant information). Utilize police databases to acquire further information.
- Process, scan, update, and enter appeal information and evidence into the False Alarm Database system.
- Respond orally or in writing to police department personnel, commercial and residential permit holders as needed when processing appeals.
- Processing reports such as the Aging Report, Unregistered Report, as needed.
- Assist with processing refund checks, if applicable.
- Assist the Charlotte Alarm Management services as needed.
- Performs other duties as assigned.
- CMPD Asset Management Unit Responsibilities:
- Process all CMPD asset related forms for effective asset management.
- Correspond with departmental asset managers as directed orally or via email.
- Assist with asset audit & inspections as needed.
- Assist with importing and updating data in Asset Management systems
- Processing reports such as the assets list as well as annual inventory, as needed
- Performs other duties as assigned
Minimum Qualifications:
- Associate’s Degree with one (1) year of related experience
- Or High School Graduate or equivalent with three (3) years of related experience.
Preferred Qualifications:
- Associate’s Degree with three (3) years of related experience.
- Experience with Microsoft Office products, Intergraph CAD, Mecklenburg County Polaris, Crywolf/Central Square, Collective Data and MUNIS or any ERP system.
- Valid North Carolina or South Carolina Driver’s License
- Ability to understand, apply, and explain applicable alarm ordinances.
Knowledge, Skills, and Abilities:
- Knowledge of general office procedures and administrative terminology
- Knowledge of administrative/clerical procedures.
- Knowledge of principles for assessing & processing customer needs, quality standards for services, and customer satisfaction evaluation.
- Ability to prioritize and multi-task.
- Ability to deliver clear & concise communication.
- Ability to research, compile, and prepare report manuals, electronic correspondences, and other information required by management or governmental agencies.
- Knowledge of various computer systems such as: Microsoft Office, MUNIS, and call reporting technology
- Problem-solving skills
ADA and Other Requirements:
- Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.
Physical Requirements:
- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time.
- Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
- Adequate vision, hearing, and speech required.
Sensory Requirements:
- Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
- Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
- Comprehensive written information in work-related documents.
- Ability to hear, understand, and distinguish speech.
Working Conditions:
Work is performed in an indoor office environment with moderate exposure to atmospheric conditions; moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files, and phone.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
