Job Summary
Performs advanced (senior level) administrative and supervisory program work. The Manager of Continuing Education and Consulting (CEC) is responsible for the planning, administration, and evaluation of the continuing education and consulting programs and staff within the Library Development and Networking (LDN) Division. Manages a team of professional and support staff, by providing vision, guidance, and support for all CEC projects and programs. Participates actively in division-wide planning. Coordinates closely with Library Development and Networking Director and Division program managers. Works under limited supervision, with considerable  latitude for the use of initiative and independent judgment.

Essential Tasks
Direct and manage the continuing education and consulting (CEC) team of the Library Development and Networking Division. 
Plan, manage, and evaluate statewide continuing education and consulting programs.
Collaborate with internal and external partners to enhance TSLAC programs and services related to continuing education and consulting. 
Consult with Texas librarians, library board members, and interested community members on a broad range of library-related topics. 
Perform other duties as assigned.
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.

Qualifications

 

Veterans, Reservist or Guardsmen with an MOS or additional duties that fall in the fields (No MOS) pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply. Minimum Qualifications
Master’s degree in library or information science from a professionally accredited program.
Three years professional experience in a library, library consortium, or related institution. 
Two years experience developing and delivering training programs.
One year experience of supervising staff or leading teams and projects. 
Experience facilitating meetings among groups, such as with local librarians, project staff, library board members, and local government officials.
Experience collecting and maintaining statistics and writing and presenting analytical reports.

Preferred Qualifications
Experience in multiple types of libraries, such as public libraries, academic libraries, state libraries, or cooperative library systems or networks.
Experience with program evaluation, including outcome-based evaluation.
Experience in strategic planning and policy development.
Experience in community engagement, outreach, and communication.  

Knowledge Skills and Abilities
Ability to write analytical reports and plans.
Ability to analyze data, formulate conclusions, and develop policies and guidelines. 
Ability to design and conduct program evaluations.
Skill in speaking before groups, conducting training, and facilitating meetings. 
Ability to work collaboratively and collegially on a team.
Knowledge of best practices and trends in libraries.
Knowledge of best practices in supervising professional and paraprofessional employees. 

Environmental/Physical Conditions
Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve moving; standing; pulling and pushing kneeling, stooping and bending; performing tasks requiring fine motor skill and coordination to safely move items weighing up to 15 pounds. Must be able to work extended periods at a computer.  May require working extended hours and some evenings and weekends as needed. Normal cognitive abilities including the ability to learn, recall and apply certain practices and policies and interpret data. Travel (15%), some overnight, will be required to conduct training, speak publicly and attend meetings.
