The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.
Introduction:
This position will report to the ITS TOS Director and be on the operations team. This position will provide senior-level technical support for agency IT infrastructure and provide key support to ongoing ITS projects and initiatives.
General Description:
Performs highly advanced (senior level) computer systems architecture, design, and analysis work in the Technology Operations and Support (TOS) team for the Information Technology Services division of the Texas Higher Education Coordinating Board. Serves as senior systems and support analyst for TOS and works effectively in various cross-functional teams supporting technical operations. Successful candidate will lead and/or assist with refreshing, supporting, and implementing agency server, cloud, and network infrastructure. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position reports to the Senior Director of Technology Operations and Support (TOS).
General Duties and Responsibilities:
· Architects, modifies and enhances enterprise network, server, and cloud infrastructure to support business needs of the agency.
· Leads or participates in the development and execution of enterprise level strategies and technical direction, including establishing and maintaining technology road maps.
· Leads or assists in modernizing and refreshing legacy IT infrastructure systems.
· Applies ITIL best practices and follows established change control procedures.
· Develops or provides input into agency technology systems, operating plans, and budgets.
· Serves as technical lead in IT projects that cross functional agency systems and other state entities.
· Develops and maintains detailed, accurate technical documentation on the infrastructure environment, configurations, and procedures. Presents info in various formats such as dashboards, diagrams, tables, and business or executive status reports.
· Leads or participates in defining disaster recovery responsibilities and procedures for infrastructure systems.
· Resolves complex support tickets, including using logical and analytical troubleshooting skills to remediate systems and network errors/issues.
· Provides status updates on work assignments and any technical issues that present risk to project timeline as required by selected project framework.
· Leads or assists in mentoring and training technical staff.
· Works closely with the Information Security Office team to review and remediate periodic risk assessments on agency applications and infrastructure.
· Perform on-call duty on a rotational basis and occasionally work additional hours based on infrastructure projects or system outages.
· Ensures compliance with federal, state and agency Web Accessibility policies and procedures.
· Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times.
· Performs other duties as assigned.
Knowledge, Skills, and Abilities:
· Knowledge of principles, best practices, and techniques used in systems architecture, design, and system analysis.
· Knowledge of network architecture and design
· Skill in developing or analyzing system code and configurations; in scheduling, testing, installing, and implementing programs; and in advanced troubleshooting of complex infrastructure systems.
· Skill in creating and maintaining technical documentation; writing and revising standards and procedures; and to plan, assign, and/or supervise the work of others.
· Skill in using personal computers, databases, and general office software, including Microsoft Word, Outlook, PowerPoint, Excel.
· Ability to attend work regularly and reliably.
· Ability to work under pressure and effectively manage and complete multiple priorities and projects concurrently.
· Ability to successfully complete assignments and projects within established deadlines.

Qualifications
Required Minimum Education and Experience:
· Bachelor’s degree from an accredited college or university in computer science, information technology, computer engineering, information systems, business administration, or related technical field.
· One year of full-time working experience in cybersecurity, data analysis, or information technology may take the place of 30 semester hours of coursework, up to 4 years full-time working experience.
AND
· Ten (10) years of full-time working experience in design, implementation, and administration of cloud, server, and network infrastructure systems:
o Three (3) years of which should include system administration or senior level analysis work in Microsoft Azure cloud environments.
o Three (3) years of which should include experience mentoring and/or leading technical staff.
o Three (3) years of which should include experience scripting using tools such as PowerShell, Python, or Perl.
o A master’s degree from an accredited college or university may substitute for one year of the required experience.
Preferred Education and Experience:
· 5+ years of experience configuring, securing, and administering network infrastructure systems such as LAN, WAN, WLAN, VPN, VLAN, DNS, DHCP.
· 5+ years of experience managing servers and applications in the State of Texas hosted data centers.
· 3+ years of experience managing configurations and policies in Microsoft 365 government or education tenants.
· 3+ Experience configuring and administering MDM and system configuration systems such as Microsoft Intune and SCCM.
· 3+ years of experience providing infrastructure and administrative support for Email and Web systems including domain and certificate management.
· ITIL certification

Workforce:
Must be able to:
· Work an eight-hour schedule between 6:00 am and 6:00 pm, 40-hour week, Monday – Friday with occasional work schedule variance when necessary. Hours may change based on business need.
· Have permanent residency within the state of Texas and must be able to meet in-office requirements, which can vary among position and assigned schedule requirements.
· Demonstrate knowledge of customer service deliverables.
· Show flexibility and adaptability toward changes in assignments and work schedules; and work extended hours as necessary.
· Adhere to the organization’s internal management policies and procedures.
· Contribute to the agency’s performance measures and mission.
