Elementary Special Education Director - (250001U6)
The Director Special Education Elementary will provide leadership for the development, implementation, supervision, and evaluation of the elementary special education programming across the district. The incumbent will also be responsible for the design, implementation and monitoring the effectiveness of the Dyslexia program. The Director Special Education Elementary will create systems to ensure compliance related to the inventory of the special education instructional materials and equipment for the District.

Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

Position Description
Essential Duties and Responsibilities
Administrative
- Design special education services according to federal, state, and local policy and procedures
- Recruit, select, assign, supervise, evaluate and build capacity of the staff within the program of assigned areas of supervision
- Conduct staffing analysis and make recommendations regarding staffing needs at elementary schools across the district
- Develop and oversee the implementation of the Special Education Administrative Procedures
- Assist in the response and preparation of TEA complaints, Mediation, and Due process and ensure implementation of required TEA Corrective Action plans and other TEA monitoring requirements
- Direct and oversee the SHARS programming at assigned campuses
- Create inventory systems to ensure special education materials and equipment are accounted for related to District requirements
- Plan and monitor budgetary expenses to ensure programs are cost effective and funds are managed prudently
- Direct the implementation of special education programs and services of assigned areas of supervision
- Direct and oversee professional learning/training for district staff ensuring a quality learning environment and knowledge of effective special education services and programming
- Create internal systems to evaluate the effectiveness of the services and programming within the Department of Special Education ensuring implementation of school improvement efforts consistent with Federal, State and local guidelines
- Direct and oversee the ESYS at the elementary level
- Influence others to be excited and committed to furthering the Department's and District's Vision, Mission and Objectives
- Resolve conflicts concerning administrators, parents, teachers, staff and/or community members while responding appropriately to crisis situations
- Supervise the SPecial Education Leadership Team staff to include goal setting, performance appraisal, and ongoing coaching and leadership development
- Establish and maintain collaborative working relationships with school and department based personnel, officials, and community members
- Demonstrate knowledge of federal, state, and local laws, policies and procedures in order to gain compliance, cooperation and understanding
- Stay current on the State Accountability systems, Results Driven Accountability and other TEA systems designed to measure student outcomes
- Assist in the process of recruiting, screening, interviewing and hiring of assigned staff
- Initiate personnel actions including documentation and termination under the guidance of Human Resources
- Recommend personnel actions including transfer and discipline of assigned personnel
- Performance appraisal of assigned assistant directors, program managers and administrative assistants
- Address complaints and resolve problems
Qualifications
Qualification RequirementsTo perform this job successfully, an individual must be able to perform each of the above essential duties satisfactorily. - Master's degree in education or related field
- Valid Texas Mid-Management or Principal Certification preferred
- Valid Special Education Certification Teacher Certification or SLP/LSSP/BCBA licensure
- Minimum of 5 years of experience in special education
- Minimum of 3 years of supervisory experience in special education at the district level
- Must be proficient in using Windows Operating System as well as Microsoft Office applications (Microsoft Word, Excel, and PowerPoint)
- Must be able to effectively communicate information and ideas both verbally and in writing

- This position requires travel to various campuses and travel to conferences/meetings in and out of state.
