GENERAL DESCRIPTION:
The purpose of this position is to provide leadership and management of the County’s crews. Responsibilities include scheduling materials, equipment, and personnel for projects; ensuring safety regulations are met; and monitoring the maintenance and care of equipment. This role involves overseeing work on maintaining gravel roads and ditching of county roads, procuring utility locates and materials, operating and maintaining equipment, managing work orders and schedules, interacting with citizens, and ensuring the productivity, quality, and safety of jobs performed. Additionally, this position assists in the management of personnel, overseeing the repair, service, and maintenance of equipment used in County operations, inspecting and diagnosing vehicles and equipment, and providing technical advice and guidance for subordinates. It involves developing work methods and sequences, supervising daily activities, ensuring safe and efficient operation of vehicles and equipment, and overseeing safety training and compliance. The role also includes overseeing work on mowing the road right-of-way, managing maintenance routes and schedules, and ensuring productivity, quality, and safety. Furthermore, it entails overseeing road construction and large culvert projects in the road right-of-way, reading and using construction plans, interacting with engineers and surveyors, and ensuring job productivity, quality, and safety. This position also manages the construction and maintenance of the County’s stormwater systems and roads, schedules materials and equipment, ensures safe work zones, supervises staff, and serves as a public contact. Finally, it includes supervising and managing the daily activities of the County’s crews, performing duties in the fabrication, assembly, installation, and repair of road, highway, traffic, and information signs, providing staff supervision and training, assisting in budget preparation, and maintaining County vehicles.

- Oversees the work of employees on various crews (Ditching/Motor Grader Crew, Mowing Crew, Construction Crew, Pipe Crew).
- Supervises, trains, and leads the crew in a safe and professional manner while producing high-quality service.
- Coordinates, supervises, and assists in the work of the crew members to trim and remove vegetation from the right of way while ensuring safety and communication between the crew on-site.
- Identifies trees, limbs, and brush that are hazardous to the public and roads and determines the best method to remove hazards, including inspecting, completing, and closing out work orders.
- Removes trees, limbs, and brush that are hazardous to the public and roads, including felling trees using tractors, chain saws, ropes, bucket trucks, and slope mowers.
- Operates various equipment in the removal of debris from rights-of-way, including excavators, backhoes, skid steers, chain saws, bucket trucks, slope mowers, woodchippers, motor graders, track hoes, force feed loaders, and broom tractors.
- Inspects and maintains all equipment in proper and safe working order and reports any necessary repairs to management.
- Trains all crew members in proper safety practices used in tree care, including using personal protective equipment (PPE) and safety practices for trimming and removing vegetation.
- Provides customer service by working with and helping educate the public about vegetation trimming and removal activities.
- Schedules and plans jobs and work orders to be performed.
- Displays and maintains appropriate signage.
- Assists with the procurement of necessary materials, equipment, and vehicles.
- Provides performance feedback to employees.
- Assists management with performance evaluations, promotions, and disciplinary actions.
- Operates and maintains heavy equipment, including mowing tractors, slope mowers, track hoes, loaders, skid steers, and back hoes.
- Schedules service, repairs, and maintenance appointments for equipment and vehicles.
- Follows up with vendors regarding vehicle and equipment repairs.
- Communicates with the vehicle maintenance supervisor regarding vehicle and equipment issues.
- Contacts vendors regarding the purchase, rental, and lease of new/used equipment and vehicles.
- Moves and hauls equipment and materials as required.
- Reviews monthly reports for expenditures and daily inspection reports, providing them to Vehicle Maintenance.
- Performs and administers training for safety, including keeping up to date with changes in requirements necessary for CDL compliance.
- Tracks and assists with encroachment permits.
- Serves on-call duties as assigned.
- Assists with the departmental budget. Handles procurement requisitions and manages a budget for equipment and vehicles
- Ensures work zone setup and safety.
- Prioritizes and schedules work for the Pipe Crew.
- Communicates effectively with other crew leaders, staff, and citizens to ensure work and maintenance issues are performed in a timely and safe manner.
- Fabricates various road signs.
- Performs administrative and clerical duties.
- Maintains quality assurance through road sign inspections.
- Research designs and composition of signs.
- Provides training for staff as required.
- Monitors recycling activities in the shop.
- Orders materials for signs while maintaining compliance with federal standards.
- Serves the County in public relation activities.
- Maintains shop equipment.
- Works in times of inclement weather and/or disasters.
- Assists other crews as needed in the course of their work.
- Replaces and repairs pipes.
- Addresses drainage issues and makes necessary repairs.
- Obtains locates for job sites.
- Communicates with foremen to set up work zones.
- Informs citizens about work and addresses their questions.
- Maintains inventory of materials and equipment.
- Trains crew on equipment use, commercial trucks, and job duties.
- Cross-trains with other crews to understand various department duties.
- Specifies and obtains quotes for equipment and vehicles.
- Tracks hours and mileage of equipment and vehicles.
- Logs information into the computer and completes daily check sheets.
- Oversees on-call scheduling and flag duties.
- Performs other related duties as assigned.
Requirements

EDUCATION AND EXPERIENCE:
High School Diploma or equivalent, and five (5) years of related work experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Required: Valid Commercial Driver’s License (CDL). Must possess a valid DOT health card.
Preferred: None.
PHYSICAL DEMANDS:
The work is medium work which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects.
This position has the following special vision requirements: close vision (clear vision at 20 inches or less); distance vision (clear vision at 20 feet or more); color vision (ability to identify and distinguish colors); peripheral vision (ability to observe an area that can be seen up or down and to the left and right when vision is fixed on a given point); depth perception (three-dimensional vision, ability to judge distances and spatial relationships); adjust focus (ability to adjust the eye to bring an object into sharp focus).

Work is performed in a high risk indoor and/or outdoor work environment; may encounter noise, weather, extreme temperatures, moisture, humidity, dust, odors, fumes, gases, vibration, electrical hazards, mechanical hazards, explosive hazards, burn hazards, bio-hazardous waste, moving mechanical parts, or working in high places.
