SUMMARY

We are seeking a dynamic Learning & Organizational Development (LOD) Lead to drive strategic learning initiatives that enhance employee capabilities and organizational effectiveness. In this role, you will design, implement, and evaluate impactful learning programs while leading a team dedicated to employee development. Major Duties and Responsibilities:

  • Develop and implement comprehensive learning and engagement strategies aligned with organizational goals.

  • Collaborate with senior leadership to identify key skills and competencies for future growth.

  • Support succession planning efforts.

  • Lead the design of advanced training programs, including e-learning modules.

  • Integrate best practices in adult learning and instructional design.

  • Manage and evaluate external vendors for leadership development programs.

  • Coach and mentor employees to foster career growth.

  • Design and deliver training programs for employees at all levels.

  • Facilitate leadership and divisional meetings.

  • Support change management initiatives through tailored learning solutions.

  • Provide organizational development assessments, coaching, and tools.

  • Establish metrics to assess the effectiveness of learning programs.

  • Analyze data to provide insights and recommend improvements.

  • Stay informed on industry trends, technologies, and best practices.

  • Supervise, mentor, and develop junior learning and development staff.

  • Partner with various departments to ensure learning initiatives align with business objectives.


Minimum Qualifications:


High School Diploma/GED with eleven years of relevant experience; or an Associate's degree with nine years of relevant work experience; or A Bachelor’s degree with seven years of experience and at least two years of supervisory or team leadership experience.

Preferred Qualifications:

  • Master’s degree preferred.

  • Supervisor experience preferred.

  • 5-8 years of experience in learning and organizational development, with a focus on strategic initiatives.

Knowledge, Skills, and Abilities:

  • Strong expertise in instructional design, adult learning principles, and leadership development.

  • Experience designing and implementing training programs, including e-learning and blended learning solutions.

  • Knowledge of organizational development strategies, change management principles, and talent development frameworks.

  • Ability to assess learning needs, design curricula, and evaluate program effectiveness.

  • Strong facilitation and presentation skills, with experience delivering training to all levels of an organization.

  • Proven ability to analyze learning impact and drive continuous improvement.

  • Excellent communication and stakeholder management skills.

  • Experience managing external vendors and learning technology platforms.

  • Strong project management and organizational skills with the ability to handle multiple priorities.

ADA and Other Requirements:

Positions in this class typically require grasping, stooping, squatting, kneeling, crouching, reaching, pushing, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time

  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks

  • Adequate vision, hearing, and speech required

Sensory Requirements:

  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities)

  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain

  • Comprehensive of written information in work related documents

  • Ability to hear, understand and distinguish speech

Working Conditions:

This position is relative free from unpleasant environmental conditions or hazards and is generally sedentary.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
