ECS is seeking a Human Resources Business Partner to work in our Fairfax, VA office.
Position Summary
The Human Resources Business Partner (HRBP) is a strategic advisor and liaison between Human Resources and assigned business units within ECS, a federal contracting organization. The HRBP will support leaders in workforce planning, employee relations, performance management, retention, talent development, and employee engagement—while navigating the unique operational and contractual requirements of government contracts. The HRBP acquires and maintains a full understanding of the company’s strategy, vision, and mission and provides appropriate solutions using experience, data analyses, and organizational agility to guide decision-making processes. This includes assisting with developing strategic and tactical plans to promote and achieve added value through future growth opportunities. The HRBP plays a key role in fostering a compliant, high-performance culture and serves as a trusted partner to both management and employees throughout the employee lifecycle.
Key Responsibilities
- Analyze HR trends, and metrics to identify and help develop solutions, programs, policies, and procedures.
- Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention. Participates in team and business operational meetings.
- Proactively collaborates with managers and employees to foster and sustain a culture of responsibility, accountability, and compliance.
- Partner with program and contracts teams to align workforce plans with contract requirements.
- Support pricing and proposal teams by advising on labor category alignment and compensation strategy.
- Prepare for option-year renewals and re-competes by identifying talent needs and contract transitions.
- Investigate and resolve employee issues in compliance with FAR, EEO, and company policy.
- Communicate key actions and timelines for performance management processes in line with contract and business expectations.
- Coach managers on documentation and performance improvement processes.
- Ensure correct classification of roles under SCA, Davis-Bacon, or other relevant laws.
- Monitor wage determination rates and SCA health & welfare compliance.
- Partner with Payroll to audit compensation and ensure lawful practices.
- Support training, certification, and career development planning.
- Create strategies for engagement of remote and cleared workforce.
- Conduct stay and exit interviews to assess employee experience; develop action items to address feedback shared.
- Partner with Recruiting, Compensation, Benefits, and Security to support employee lifecycle.
- Use HRIS data for headcount, attrition, and compliance analysis.
- 5+ years of HR experience.
- HR experience in a federal contractor setting.
- Strong knowledge of FAR, SCA, OFCCP, and other federal labor regulations.
- Ability to obtain and maintain a security clearance, as needed.
- Experience supporting employees with security clearances and SCA workforce.
- Strong communication, analytical, and interpersonal skills.
