B&S Site Development is a fast‑growing leader in large‑parcel, mission‑critical site development, delivering complex, time‑sensitive civil construction projects for some of the world’s most demanding clients. Since 2003, we’ve built a reputation for precision, speed, and accountability—transforming large tracts of land into fully prepared e‑infrastructure sites through heavy civil expertise, disciplined project management, and a culture of ownership at every level. Our multi‑regional operations are supported by offices in Columbus, Ohio; Manassas, Virginia; Richmond, Virginia; South Hill, Virginia; and Atlanta, Georgia, enabling us to scale rapidly while maintaining exceptional execution standards.
At B&S, we believe in developing talent from within, fostering a culture where driven individuals can build long‑term careers. Whether in the field or the office, our teams are united by a shared commitment to innovation, safety, and delivering exceptional results for our clients.
The Cost Engineer plays a critical role in supporting B&S Site Development’s large‑parcel, mission‑critical civil projects by providing accurate cost analysis, forecasting, and financial controls across all phases of site development. This position partners closely with project management, estimating, field operations, procurement, and executive leadership to ensure cost visibility, disciplined financial tracking, and data‑driven decision‑making on fast‑paced, high‑volume civil projects. The ideal candidate brings experience from heavy civil, infrastructure, EPC, or large‑scale construction environments—similar to the cost engineering functions found at AECOM, Jacobs, Fluor, Bechtel, Kiewit, or other major infrastructure firms.
Key Responsibilities
- Cost Tracking & Analysis — Maintain detailed cost control systems for labor, equipment, materials, subcontractors, and production rates across multiple active site development projects.
- Forecasting & Budget Management — Develop and update monthly cost forecasts, cash flow projections, and variance reports; identify trends and recommend corrective actions.
- Change Management — Evaluate scope changes, quantify cost impacts, and support preparation of change orders and claims documentation.
- Production & Earned Value Tracking — Monitor daily and weekly production metrics; calculate earned value and performance indices for earthwork, utilities, grading, and other civil scopes.
- Bid Support & Estimate Validation — Collaborate with estimating teams to validate quantities, unit rates, and assumptions for new pursuits and project expansions.
- Field Collaboration — Work directly with superintendents and project engineers to reconcile field quantities, equipment usage, and production logs.
- Reporting & Executive Dashboards — Prepare weekly and monthly cost reports, KPIs, and dashboards for leadership review.
- Risk Identification — Identify cost risks and opportunities related to schedule, productivity, procurement, and subcontractor performance.
- Systems & Data Integrity — Maintain accurate cost coding, cost breakdown structures, and project financial data within company systems.

- Proficiency with cost control software, production tracking tools, and Excel‑based modeling.
- Ability to interpret construction drawings, schedules, and quantity takeoffs.
- Experience with earned value, forecasting, and cost reporting methodologies.
