General Description:
Oversees, leads, and implements the Community College Finance Program at the Texas Higher Education Coordinating Board (THECB). Work includes providing strategic oversight and implementation of changes to the community college financing system. The position is responsible for defining and building a team to support new finance and data responsibilities as well as provide overall oversight on the fiscal management, data, and forecasting of community college finances. Individual serves as the subject matter expert on financing system and builds a team to support the agency in new divisions and responsibilities relating to community college finance. Works under minimal supervision with latitude for the use of initiative and independent judgment. This position reports to the Assistant Commissioner for Funding and Resource Planning.
General Duties and Responsibilities:
• Provides expertise on the development and implementation of legislation for community college financing.
• Builds and then oversees teams/individuals responsible for fiscal management of funding for community colleges, forecasting relating to community college data and financing, and overall data integrity of information used in state financing.
• Develops employees in new teams and positions to ensure upward mobility, cross job training, and liaising with other parts of agency operations, particularly data and workforce development.
• Develops and reviews team processes to ensure statutory and administrative rule compliance, including writing and reviewing of rules and process documents.
• Defines requirements and changes needed to accurately implement new financing system and works across the agency to move towards shared goals and problem solving.
• Provide expertise to internal and external stakeholders regarding funding policy implications.
• Works directly with executive leadership at two years institutions on developing and implementing financing changes.
• Oversees the creation of data visualization and reports for use by internal and external executive leadership.
• Ensures accuracy of data and formulas for community college financing.
• Analyzes, evaluates, and presents on complex student and financial data used by the legislative committees, CC Finance Advisory Committee, the Commissioner of Higher Education, and the Board of the THECB as the agency oversees the implementation of a new financing system.
• Collaborates and coordinates with other THECB divisions on activities related to strategic initiatives and on the development and implementation of innovative funding initiatives.
• Prepares special presentations for the Coordinating Board and for a variety of state and national audiences on key higher education issues as assigned.
• Conducts legislative analysis and other legislative support activities as assigned.
• Performs other duties as assigned.
Knowledge Skills or Abilities:
• Knowledge of Texas higher education funding, laws, and regulations.
• Knowledge of higher education structure in Texas, including roles of legislature, agency, and institutions.
• Ability to effectively organize time, multiple projects, and other resources.
• Experience working with groups to accomplish significant objectives is strongly preferred.
• Skills in policy analysis.
• Skill in using personal computers, databases, and general office software, including word processing, spreadsheet, and presentation software.
• Ability to maintain strict confidentiality with business matters, records, and personnel information.
• Ability to communicate effectively in person, in writing, and in public presentations with a variety of individuals, including executive officers and other high-level professionals.
• Ability to prioritize work and handle multiple tasks efficiently.
• Ability to establish and maintain effective working relationships both internally and externally.
• Ability to initiate and complete tasks with moderate supervision and make decisions using appropriate professional judgment and reasoning.
- Required In-Office Days:
- This position requires on-site work. The employee must be physically present in the office five (5) days per week.

Qualifications
Preferred:
• Master’s degree from an accredited college or university.
• Working knowledge of current and pressing higher education policy and funding issues.
• Experience working with groups to accomplish significant objectives is strongly preferred.
• Experience in contributing to higher education research and analysis.
• Experience making presentations on higher education issues to audiences of all levels.
